Militants block civilians from leaving cities, use them as “human shields” and scatter their tanks and artillery in residential areas.

“The release of criminals and the uncontrolled distribution of weapons led to massive cases of violence, robbery and looting. Numerous acts of brutal torture and murder of Russian prisoners of war are known. And this is not hidden,” Shoigu said.
