The Avtodor-Toll Roads company (part of the Avtodor group of companies) with the participation of SME Corporation signed the first compensation agreement with Russia under 223-FZ. The supplier is Sorb Engineering, which is ready to supply 100,000 domestic transponders to pay for toll roads in Russia and 10,000 holders for them. The amount of the contract exceeded 120 million rubles. The first batch of deliveries is expected from May (there will be three in total until 2025)
The uniqueness of the document is that previously such transponders were produced only in Europe.

“The conclusion of compensation contracts will help small and medium-sized enterprises to take advantage of the opportunities of the internal market with greater productivity and will give impetus to their development,” said Maxim Reshetnikov, Minister of Economic Development of the Russian Federation.

The first compensation contract stipulates that Sorb Engineering undertakes to invest at least 50 million rubles in the production of transponders and additional elements for them. The company will be located in the Zelenogradsky district of Moscow. By entering into a compensation agreement, the company will be able to triple the number of jobs (from 10 to 30). SME Bank provided a preferential loan (the loan amount was the required 50 million rubles), it also provides Sorb Engineering with an independent guarantee.
“The organization of the production of domestic transponders with the participation of Avtodor – Toll Roads, as the main issuer of these devices in Russia, is an important stage in the development of the trunk network of high-speed toll highways and the development of small and medium-sized companies,” said Vyacheslav Petushenko, Chairman of the Board of Directors of Avtodor State Company. – Now more than 3.5 million transponders are in circulation among road users. And the need for them will grow. This year, the increase in new highway sections may reach more than 800 km. Traffic along the M-12, which will become a paid high-speed alternative to the M-7 Volga, will start from Moscow to Kazan at the end of this year. In the sections of the M-12 inaugurated last year, nearly 1.25 million steps were registered through the Free Stream toll collection system. And half of the motorists paid for the ticket on the M-12 with a transponder”.
In accordance with the requirements of the compensation contract, the supplying SME assumes a set of obligations that guarantee compliance with the established conditions within a determined period. As part of the production organization, it is responsible not only for carrying out work on development, testing, purchasing equipment, its installation and commissioning, monitoring the stability of the work, as well as checking compliance with the terms of the contract and the technical conditions. equipment and production requirements.

Recall that on November 12, 2022, changes came into force that launched the development of programs for the “growth” of SME providers and clarified the possibility of entering into long-term compensation contracts under 223-FZ, which, among other things, provide that a small or medium-sized business invests its own or borrowed funds in its existing or new production, and the client undertakes to purchase products or services from it in a certain amount for several years. The operator of this program is the PYME Corporation. Russian President Vladimir Putin instructed to launch the compensation contracts mechanism for small and medium-sized enterprises during the 2022 St. Petersburg International Economic Forum. The growth activities are being implemented as part of the national Small and Medium-sized Enterprises project, which is supervised by First Deputy Prime Minister Andrey Belousov.
