Their number began to grow rapidly after the main construction projects began in Sevastopol, major repairs, road and communication repairs, hospitals and kindergartens. The tracking system was created by the Sevastopol Department of Digital Development, without attracting additional budget funds. Construction debris trucks have been added to a system that tracks the movement of ambulances, municipal vehicles, and school buses. As the department of municipal services told RG, the GLONASS transmitter must be installed on vehicles that transport garbage, without which contractors will not obtain a permit to move construction waste. “There are good contractors who get the permit and meet all the requirements. Their vehicles can be seen on the map. But there were no less landfills. Violations are corrected from time to time by the environmental prosecutor’s office. And even if the perpetrators can be caught, the size of the fines does not scare them. As a rule, they turn out to be natural persons and get off with fines of several thousand rubles.

However, the system itself works correctly, although it is not developed. Only employees of the Sevastopol City Department have access to the online map. But when it launched, they promised that it would be available to city residents and public figures.

And they have something to say. For example, about garbage collection contracts. Social activists claim that, as a rule, they are imprisoned for farce in order to meet the requirements of the authorities. But in practice, other trucks that are not included in the system collect garbage from the construction site. And they can upload it anywhere.

“The online control system has led to nothing,” said Valery Stryukov, a Sevastopol representative of the National Committee for Ecological Safety. “Although tracking garbage trucks is elementary, it does not benefit anyone. If the system worked, the problem would be solved. 90 percent of construction projects in Sevastopol are state-owned facilities. An intelligent system under the control of the TsODD remotely controls the movement of vehicles, automatically detects emergency situations and monitors the city’s road network.

For Stavropol, where the transport problem is one of the main ones, the inhabitants of the city hoped for at least something that would help, if not fix it, then improve the situation on the roads.

One of the first things citizens noticed was that smart traffic lights forced drivers to break their habit of stepping on the accelerator when the red-light timer ticks down to the last few seconds. So that in the first moments of the green they begin to move. Now this can lead to problems. “At one point, they can change the mode of the traffic lights at the intersection. So the seconds are up, and the red light is still on. If you do not pay attention to this and go, you can have an accident. ” says Sergey Zimin , a car owner from Stavropol.

For the first stage of the implementation of the intelligent transport system, the region received 300 million rubles from the federal budget, the region added another 200 million.

“Experience from other cities says that an increase in throughput of 25 to 30 percent is the theoretical maximum for such a system. Dozens of Emersit-35M water level monitoring systems have been installed in the Ayansky, Belogorsky, Izobilnensky, Partizansky, Simferopolsky and Zagorsky reservoirs to prevent the danger associated with flooding. On the territory of the International Children’s Center “Artek” the forest fire early detection system “Forest Watch” has been operating for the fifth year.

Among the first elements of the “Safe City” system were introduced in the companies of the chemical complex of the republic. In the cities of Armyansk and Krasnoperekopsk and directly at the plants, local warning systems and electric sirens with a loudspeaker function work.

The implementation of the “Safe City” system continues. In Simferopol, it is planned to allocate more than 9 million rubles for these purposes over the next two years. In general, about 600 million rubles are expected to be spent on the “Safe City” in Crimea in 2022-2023.
