And now the correspondents of “RG” appreciated the work of intelligent systems.

Snow “zebra” will not sweep

Three years ago, at ten pedestrian crossings in Kirov, projectors were installed that highlight a “zebra” on the road. The city administration reported that the total cost of the project was about 7 million rubles. All are working fine to this day.

The projected markings are perfectly visible even when there is snow on the road. To evaluate the innovation, the municipal authorities conducted a survey on social media. It showed that for 58.7 percent of citizens, thanks to innovation, “zebras” became more noticeable.

In fact, at these crosswalks you feel much safer, because unlike the usual markings, which live for 4-5 months at best, both pedestrians and drivers see the projection.

The marker will lead to the monument.

In Nizhny Novgorod nine years ago, a video surveillance system for the law enforcement segment was organized as part of the Safe City project. “For example, it included interactive panels” Imotion “. They are designed for quick access to information with the function of calling emergency services,” reports the Ministry of Digital Development and Communications of the Nizhny Novgorod Region.

All the complexes were equipped with IP cameras and they were used to monitor the surrounding area. The cameras installed on the interactive panels “Imotion” became part of the video surveillance systems of law enforcement agencies and ensured the transmission of the “image” around the clock.

At the same time, the software of the interactive complexes “Imotion” was filled with information about Nizhny Novgorod and the cities of the Nizhny Novgorod region, the main sights and museums of the regional center, as well as a detailed map of Nizhny Novgorod and it contained a scheme of public transport routes. Bookmarks were in special demand in 2018 during the days of the World Cup in Nizhny Novgorod. They convey useful information to fans who attend matches around the world.

Interactive scoreboards were installed in places where there are always a lot of people. For example, in the historical part of Nizhny Novgorod, at public transport stops, where many city routes converge.

About 47 million rubles were spent on the installation of all these complexes from the budget of the Nizhny Novgorod region.

And what state are they in now? Over time, interactive scoreboards lost their one-to-one reporting capabilities. Some of them for various reasons stopped working, buggy.

In 2021, 29 interactive scoreboard complexes were transferred to the city’s balance sheet. According to the Nizhny Novgorod administration, its inventory has been made and its technical condition has been recorded. And the work of restoration and modernization of the scoreboard is already planned. Damaged external structures will be changed, software will be updated to create new services.

Soon Nizhny Novgorod residents and guests will be able to use new tourist services on the panels. Although, frankly, these bookmarks were useful not to the residents of Nizhny Novgorod, but to their guests. They clearly explained how, where and what to drive. Including – in the cities of the region, where there is also something interesting to see.

I would like to see the updated interactive signage software satisfy a wider range of requests. It was also useful for the inhabitants of the region. But that this system has been saved and attempts are being made to put it back into operation is a welcome development.

the garbage is still there

In Sevastopol, three years ago, an online control system on the movement of construction waste was put into operation. Contractors were ordered to install GLONASS sensors on trucks and connect to an electronic tracking system. Without this, they cannot work with government contracts.

The movement of garbage trucks can be tracked on the map in real time. So, the city authorities tried to solve the problem of construction waste dumps. Their number began to grow rapidly after the main construction projects began in Sevastopol, major repairs, road and communication repairs, hospitals and kindergartens. Truckers, instead of delivering construction waste for recycling, dumped it in the nearest forest or ravine. Sevprirodnadzor and social activists constantly registered new landfills.

The tracking system was created by the Sevastopol Department of Digital Development, without attracting additional budget funds. Construction debris trucks have been added to a system that tracks the movement of ambulances, municipal vehicles, and school buses. Truck tracks are stored in the database for several months: if a dump is found, you can find out which car has visited this place. And punish the guilty.

As the department of municipal services told RG, the GLONASS transmitter must be installed on vehicles that transport garbage, without which contractors will not obtain a permit to move construction waste. “There are good contractors who get the permit and meet all the requirements. Their vehicles can be seen on the map. If there is a sign from the residents that garbage is being dumped in the forest, we can immediately verify whose truck it is.” , if you have a permit and take further measures,” said Andrey Tikhomirov, representative of Sevprirodnadzor.

But there were no less landfills. Violations are corrected from time to time by the environmental prosecutor’s office. And even if the perpetrators can be caught, the size of the fines does not scare them. As a rule, they turn out to be natural persons and get off with fines of several thousand rubles.

However, the system itself works correctly, although it is not developed. Only employees of the Sevastopol City Department have access to the online map. But when it launched, they promised that it would be available to city residents and public figures.

And they have something to say. For example, about garbage collection contracts. Social activists claim that, as a rule, they are imprisoned for farce in order to meet the requirements of the authorities. But in practice, other trucks that are not included in the system collect garbage from the construction site. And they can upload it anywhere.

“The online control system has led to nothing,” said Valery Stryukov, a Sevastopol representative of the National Committee for Ecological Safety. “Although tracking garbage trucks is elementary, it does not benefit anyone. If the system worked, the problem would be solved. 90 percent of construction projects in Sevastopol are state-owned facilities. The estimate includes money for the removal and disposal of construction waste. Solid sums. They throw away the garbage, and the money goes into their pockets ” .

roads under load

In Stavropol, the first in the North Caucasus, the Traffic Management Center (TsODD) has been put into operation, which controls the city’s intelligent transport system. People called it “smart traffic lights.”

The region was among the 22 regions whose applications were selected and funded by Rosavtodor. The program is designed for cities with a population of more than 300 thousand people, and there is only one such city in the region – Stavropol.

An intelligent system under the control of the TsODD remotely controls the movement of vehicles, automatically detects emergency situations and monitors the city’s road network.

For Stavropol, where the transport problem is one of the main ones, the inhabitants of the city hoped for at least something that would help, if not fix it, then improve the situation on the roads.

One of the first things citizens noticed was that smart traffic lights forced drivers to break their habit of stepping on the accelerator when the red-light timer ticks down to the last few seconds. So that in the first moments of the green they begin to move. Now this can lead to problems. “At one point, they can change the mode of the traffic lights at the intersection. So the seconds are up, and the red light is still on. If you do not pay attention to this and go, you can have an accident. ” says Sergey Zimin , a car owner from Stavropol.

For the first stage of the implementation of the intelligent transport system, the region received 300 million rubles from the federal budget, the region added another 200 million.

“Experience from other cities says that an increase in throughput of 25 to 30 percent is the theoretical maximum for such a system. How close we get to it depends as much on the quality of the project as on the capabilities of our street and highway network. “, says the ANO expert “Cities for common sense” Alexey Tselikovsky.

According to him, the number of cars is increasing by about five percent a year, that is, the effect of the introduction of the system will be short-lived. Also, an increase in the capacity of the roads leads to an increase in the number of cars. Thus, if more effective measures are not taken, in a few years there will be 25 percent more cars in traffic jams. Travel time for city dwellers will continue to increase.

safe city

A smart city is, above all, a safe city. For the tourist region, this is the key criterion. A year ago, a Call Center connected to the “112” system began to work in Simferopol.

This was preceded by five years of joint hard work by emergency services specialists. Now, an operator on average handles about 300 calls per shift. During emergencies, their number can double.

As part of the “Safe City” program, a photo and video recording system of traffic violations with a center for automatic registration of administrative violations is already operating in Crimea. Dozens of Emersit-35M water level monitoring systems have been installed in the Ayansky, Belogorsky, Izobilnensky, Partizansky, Simferopolsky and Zagorsky reservoirs to prevent the danger associated with flooding. On the territory of the International Children’s Center “Artek” the forest fire early detection system “Forest Watch” has been operating for the fifth year.

Among the first elements of the “Safe City” system were introduced in the companies of the chemical complex of the republic. In the cities of Armyansk and Krasnoperekopsk and directly at the plants, local warning systems and electric sirens with a loudspeaker function work.

The implementation of the “Safe City” system continues. In Simferopol, it is planned to allocate more than 9 million rubles for these purposes over the next two years. In general, about 600 million rubles are expected to be spent on the “Safe City” in Crimea in 2022-2023.
