State Duma deputy Tolmachev proposed introducing restrictions on private electric scooters – Rossiyskaya Gazeta

Tolmachev reminded that commercial companies renting electric scooters introduce rules for users in accordance with the law. “Kicksharing is systematic, meaning it is an opportunity to monitor compliance and set restrictions centrally to protect people’s lives and health,” he said.

The deputy added that private SIMs actually fall outside the scope of regulation. “It is not clear whether the driver respects the speed limit or not. How fast he drives in a slow traffic zone, in accordance with the rules or violates them,” the parliamentarian clarified. The remaining two-thirds are private,” he added.

In his opinion, it is necessary to make a decision on a gradual restriction of the purchase and distribution of private SIMs that do not comply with the law. He also did not rule out the possibility that it would be advisable to introduce a temporary ban on its circulation in certain cities.

“When the operator sets speed limits or does not allow passage at all, the ‘free’ scooters fly as they want,” added a member of the relevant committee.

As for the proposal to “bring” scooters to the road, this cannot be implemented, Tolmachev noted. According to him, this will cause serious accidents due to possible collisions with vehicles whose average weight is one and a half to two tons and whose speed ranges between 50 and 100 kilometers per hour. For a scooter driver, this is almost always a death sentence, the deputy added.

In his opinion, it is also impossible to completely ban SIM cards: according to the latest data, the number of trips with them in Russia amounted to 211.7 million, which is a great help for urban transport systems.

“It is necessary to build a new permanent cycling infrastructure, create a temporary one in the form of signage on those streets where the width of the sidewalk or road allows it and, if possible, design the separation of flows,” he confides. “So this will improve safety and minimize collisions between scooters and pedestrians, all the way around.”

Regarding the travel of adolescents, “they should be given the opportunity to travel between the ages of 16 and 18, but only after having completed an appropriate training course,” considers the deputy.
