The results of the legislative work in the current year and the tasks for 2023 were summed up at a meeting of the party leadership and its Duma faction.

GUARANTEES FOR VOLUNTEERS

Opening the event, the Secretary of the General Council of United Russia reminded that in 2022 important legislative decisions were promptly adopted. In particular, the mobilized and volunteers are guaranteed to keep their jobs, credit moratoriums have been introduced for them, a moratorium on sanctions for housing and communal services has been established, and payments from cancellations in enforcement procedures.

“I am sure that with further amendments we will ensure the suspension of judicial and administrative proceedings against the participants in the SVO, we will establish the prohibition of the seizure of their money accounts. We have also formalized the status of volunteer units that assist our Armed Forces. We prescribe guarantees for volunteers, their mandatory personal insurance at the expense of the budget, as well as payments in case of death or military injuries, ”Andriy Turchak said.

All members of the SVO, including volunteers and civilians involved in the tasks of the RF Armed Forces, can now receive combat veteran status and related support measures.

“Participation in a special military operation will be included in the pension experience in a double amount, including for receiving a preferential pension. In addition, we have managed to take into account the period of conscription in the army when allocating an early pension. Let me remind you that United Russia came up with this initiative during the election campaign for the State Duma of the eighth convocation. We have solved this problem,” emphasized Andrei Turchak.

He also recalled that while working on the budget, the party increased spending in a number of socially significant areas: village support, employment, NGOs, volunteers and youth entrepreneurship. The popular program activities are also financially secured.

“Construction and repair of schools, hospitals, clinics, roads, reconstruction of post offices, a great social gasification project. This year the work on the budget has been more intense than ever. We managed not only to maintain funding for party priorities, but also, through second reading amendments, to increase spending in a number of social areas. Now it is important that each line of the budget is converted into concrete objects and activities. And this is the personal area of responsibility of each member of our faction and of the members of our factions in regional and local parliaments,” Andriy Turchak said.

MILITARY SERVICE AS AN INDIVIDUAL ACHIEVEMENT

As the head of the Duma faction of the party, Vladimir Vasiliev, emphasized, United Russia in 2022 focused on supporting the people. With the support of United Russia, in 2022 a decision was made on monthly payments to families with children from 8 to 18 years old – it affected more than 5 million children – followed by an advanced indexation of the subsistence minimum, minimum wage and pensions .

“Funds are allocated for the construction of schools, the purchase of medical equipment, the increase in the availability of medical rehabilitation for the disabled, support for families with children, and employment of the disabled. Also to support industry, agriculture, ecology, road and housing construction, reconstruction and construction of drinking water supply facilities,” said Alexander Zhukov, first deputy chairman of the State Duma.

In addition, representatives of United Russia in the regions made more than 1,500 proposals for a plan to support the economy in the face of sanctions. Of these, 160 measures to support trade and industry were included in the plan. Another 80 are running outside the plan under state programs.

Speaking about the priorities in the work of United Russia for 2023, the Secretary of the General Council emphasized that support for families with children, especially children with disabilities, remains the main area of work. As well as increasing the availability and quality of education and health, the patriotic education of youth and the preservation of historical memory.

“Among the priority bills for the next session, I would like to highlight today the free travel of children’s buses on toll roads, the provision of inclusive recreation for disabled children in health camps, the personal income tax exemption for material support students, consider military service as an individual achievement when entering universities and colleges. Also next year, we must complete the work with the Ministry of Health on a bill on the decriminalization of medical practice and the simplification of reporting by our doctors, ”said Andriy Turchak.

PROVISION OF LABOR GUARANTEES

Work will also continue on the delivery of labor guarantees to citizens. To do this, in the near future, “United Russia” will present a draft law on employment. It introduces for the first time the concepts of illegal employment and the fight against it, and the concept of self-employment will appear. It will be followed by a series of reforms to the Labor Code and, for the first time, a law on platform employment.

“The old employment law was designed to help the unemployed. This law is intended to prevent unemployment. There is a new category that did not exist before: workers at risk of dismissal. Various types of social assistance apply to them. Various types of assistance from the employment service will be available not only at the place of registration, but also at the place of actual residence, ”explained Andrey Isaev, deputy head of the United Russia faction in the State Duma.

In conclusion, Andrei Turchak stressed that the main historical event of the past year was the entry of four new regions into Russia. He thanked all the participants in the observation and humanitarian missions in the Donbass and new territories, as well as colleagues from the State Duma for helping the front.

“I am sure that we understand our common goals and objectives, the impact of the aggressive environment in which we find ourselves. Neither 2023 nor 2024 will be easier in this regard. Therefore, thank you all for the effective work in the outgoing year. And I wish you the most important thing – victory. This is the goal and task for which we are all working with you, ”concluded the Secretary of the General Council of United Russia.
