“I invited you, gentlemen, to give you the most pleasant news: the auditor is not coming to us!” Perhaps this is how Gogol’s famous work would begin if it appeared today. Because “auditors” visit Russian businessmen less and less. And this is the interesting thing: the fewer controls, the more efficient, profitable and secure the business becomes. After all, the control, if it is competent and without distortions, benefits everyone: businessmen, state and consumer.

How is the approach to company audits in Russia changing? How should control legislation evolve in the near future? And what do the representatives of the government and companies think about all this? These issues were discussed at the St. Petersburg International Economic Forum session, “Control Legislation as a Driver of Economic Growth.” It took place, by the way, at 9 am on June 15, the first day of the forum.

– It is symbolic that it is the session devoted to control and supervision activities that opens the forum, – noted Svetlana Orlova, auditor of the Chamber of Accounts. – Previously, everyone was afraid of him (control and supervision activities, – Ed.). But now we clearly understand where and how we are moving. We passed systemic legislation, we reduced the number of inspections and I think the downward trend will continue. And control and supervision activities are already becoming an engine of economic development.

The topic of work with legislation was continued by Vyacheslav Timchenko, Chairman of the Federation Council Commission on Improvement of Legal Regulation in the Sphere of State Control (Supervision) and Municipal Control in the Russian Federation:

– The Federation Council has always paid great attention to improving the legislation on control and supervision activities. It is no coincidence that our commission has been working for more than five years, Timchenko recalled. – Today, the functionality of the commission is changing from the elaboration of new acts towards the adaptation of certain provisions. And the value of these trips is not only that we talk about what has been done, the existing rules and regulations, but also that we hear from people, companies, regulatory bodies those questions that they have not received. answers to before. And many problems in the interaction between supervisory authorities and companies are completely eliminated.


– Let me remind you that at the plenary session of the previous St. Petersburg Economic Forum, the President of the Russian Federation noted that after the introduction of moratoriums on inspections, the number of violations by entrepreneurs did not increase, but decreased. Which, in turn, testifies to the responsibility of Russian companies, – said Mikhail Romanov, first deputy chairman of the Control Committee of the State Duma. – In this regard, the president proposed to take a cardinal step: to definitively abandon most inspections of all Russian companies, whose activities are not associated with high risks of harm.

The session participants gave interesting numbers. In 2021, 887 thousand inspections of Russian companies were carried out, in 2022 – already 340 thousand.

– This is a historically low level of verification activities, – says Deputy Minister of Economic Development Alexei Khersontsev. – On the other hand, direct commercial inspections -scheduled, unscheduled and at the same time not related to work control- represent only 30%. We see that the business practically does not bother. And trade, which is almost always in the spotlight of regulatory authorities, accounts for a little more than 6% (for more details, see “Just numbers”, Ed.).

According to the Vice Minister, businesses in practice began to feel a decrease in pressure.

– Recently, Boris Titov (Commissioner of the President of Russia for the Protection of the Rights of Entrepreneurs – Ed.) presented his annual report. Usually he does not praise the authorities. And for the first time there were positive comments. He recognized that the control and supervision activity has reached a fundamentally different qualitative level,-said Khersontsev.

But here the main question arises: how does all this affect security and what do not the authorities think, not businessmen, but ordinary Russians?

– In May this year, the Russian Academy of National Economy and Public Administration published its periodic study on control and supervision activities. In addition to the growth in positive ratings that the company itself demonstrates, citizens were surveyed here. And citizens note a decrease in the level of risks to life and health. And most importantly, they see that the level of security is gradually growing, – claims Alexei Khersontsev.

And the numbers confirm it.

– If we talk about the Ministry of Emergency Situations, last year the number of deaths and injuries as a result of fires decreased. As for Rospotrebnadzor, all the KPIs that colleagues set for themselves in terms of monitoring and control activities also indicate that they have also been exceeded in the harm reduction figure. The moratorium did not lead to a fall, but to an increase in the general level of security in the country. Because? One of our assessments is that an innovation such as preventive visits has played a role. Last year almost twice as many inspections were carried out. Of course, this affects the fact that the business better meets the mandatory requirements, Khersontsev is sure.

In addition, the number of inspections will only decrease, including due to preventive visits.

– It is planned that this year there will be no more than 100 thousand of them, – said Vyacheslav Timchenko.


The focus of control and supervision work will continue to change.

– The President commissioned us to solve the problem of developing a risk-oriented approach. And now the main topic is risk indicators, this is the key area of ​​our work this year, – said Alexey Khersontsev. – The main thing is to make risk indicators that really indicate to the department where the risks of violation of mandatory requirements are located, which the departments are aimed at combating. A lot of work is already being done; in 2022, 187 risk indicators were developed at the federal level. The goal for this year is 192 new risk indicators. Now 1.8% of all inspections are carried out on risk indicators. Last year it was 0.2%. As we can see, the growth has begun. And our task, as well as our KPI for control and supervisory bodies, is to ensure that the vast majority of all verification activities are carried out precisely on the basis of risk indicators.


“The face of control and supervision in Russia has changed”

Marina Bludyan, First Vice President, Russian Public Organization of Small and Medium Enterprises “OPORA RUSSIA”:

– The reform of control and supervision activities has significantly affected economic growth and the business climate in general. We have monetized all control and supervision. Now you don’t have to pay for any conclusions, permits… And the work with the permit activities today showed billions of dollars that the business returned to itself.

Today we do not have a moratorium on all checks. There is a moratorium on unreasonable inspections and it should never be lifted. Regular reviews are definitely possible for extremely high and high risks. There are controls based on risk indicators and complaints. But the face of control and supervision in the Russian Federation has completely changed.

108.6 thousand – checks in the social field

70.5 thousand – construction site inspections

20.9 thousand – inspections by state and municipal authorities
