The defendants, having created a criminal community, used a fraudulent scheme to commit theft of particularly large amounts of budget funds. Money was allocated to provide housing from the federal budget to people who needed better living conditions and who participated in the liquidation of the consequences of the Chernobyl nuclear power plant disaster and the Mayak production association accident.
As the Dagestan prosecutor’s office told RG, the fraudsters found people injured in the Chernobyl accident and then negotiated with them or deceived them. As a result, they prepared fictitious documents about the lack of housing on their property and the need to improve living conditions.
State housing certificates were subsequently issued, which were illegally cashed in.
Thus, by cashing in 24 certificates issued on the basis of fictitious documents, budget funds totalling more than 219 million rubles were stolen.
The criminal case has been transferred to the Sovetsky District Court of Makhachkala for consideration on the merits, the prosecutor’s office said.
