Experts of the Accounts Chamber carried out 11 inspections of capital repair and improvement projects: facts of non-compliance with standards and design documentation, as well as violations during construction control, including acceptance of conforming documentation, were revealed to work.

Social institutions were affected by six control measures, as a result of which chamber specialists found violations in terms of legality in the use of funds, in accounting and reporting, and in the use of municipal property. During the procurement audit, inspectors discovered violations in the determination and justification of the initial maximum price of the contract, non-application of anti-dumping measures, lack of proper execution of the contract and non-compliance with the characteristics of the delivered goods with the Terms of the contract. In addition, the Chamber of Accounts began to control the exercise of the powers of the sectoral and territorial bodies of the city administration, compliance with the established procedure for the management and disposal of municipal assets and the spending of the budget in the area of municipal services.
“The body of deputies unanimously accepted the report of the Accounts Chamber both in the corresponding committee and at a meeting of the Duma. The function of this body is undoubtedly important: its experts control the intended use of budget funds. In addition , the chamber is an independent institution, so all its conclusions are authoritative,” stressed the speaker of the Tyumen City Duma, Svetlana Ivanova.
