The Chamber of Accounts also highlighted the high level of budget execution of scientific institutions last year. The expenses of the state program “Scientific and Technological Development of the Russian Federation”, for which the Ministry of Education and Science is responsible, amounted to almost 99% of what was planned. According to auditor Dmitry Zaitsev, by 2022, 32 of the 36 goals of the state program will be met. The expenses of the Ministry of Education and Science for the implementation of the Federal Targeted Investment Programs (FTIP) amounted to 97.8% of those foreseen. At the same time, only about 44% of budget investments have been disbursed. Accounts receivable from FTIP facilities increased 2.4 times to 30.8 billion rubles.

The Chamber of Accounts once again drew attention to the significant balances of undisbursed funds, while the state building is effectively 100% complete. For example, at the Kurchatov Institute they amounted to 653 million rubles.
