It is established that when using the Russian language as a state language in the areas of its mandatory use, the norms of the modern Russian literary language, which are understood as the rules for the use of the language, are recorded in normative dictionaries, reference books. and grammars, must be observed.
The Cabinet must approve the procedure for the formation and approval of its list, the requirements for the compilation and the frequency of publication of normative dictionaries, based on the proposals of the government commission on the Russian language. The regulations on the commission, its composition and the decision-making procedure will also be approved by the government, said Ekaterina Altabayeva, deputy chairwoman of the Federation Council’s science, education and culture committee.
The rule is also fixed according to which, when using the Russian language as the state language of the Russian Federation, it is not allowed to use words and expressions that do not meet the norms of the modern Russian literary language, including obscene language. , with the exception of foreign words that do not have analogues in common use in the Russian language, the list of which is found in standard dictionaries.
In addition, the list of spheres of compulsory use of the state language of the Russian Federation is specified. It is complemented by the areas of education, state and municipal information systems, information for consumers of goods, works, services.
