Russia’s Deputy Prime Minister Dmitry Chernyshenko held a final meeting in 2022 with the heads of digital transformation (DCT) of the federal executive authorities and Russia’s constituent entities at the Coordination Center.
“We have built effective interaction with the leaders of digital transformation at all levels. I thank them for the work done and also congratulate the winners who topped the ratings,” said Chernenko.
The leading positions in the process of digitization of Russian systems were occupied by the Russian Guard, the first place – the Federal Accreditation Service, the second and third places were shared by the Ministry of Agriculture and Finance. Among the regions, the regions of Tatarstan, Belgorod, Tula and the Khanty-Mansi Autonomous Okrug stood out.
Russia’s digitization plans for 2023
The Ministry of Digital Development was instructed to submit proposals for the rotation of the RTC based on the annual rating by mid-February 2023. A new criterion has been added to the assessment methodology in 2023: the transfer of information systems to the GosTech platform.

The work is carried out daily, according to the vice-president of the government, the Cabinet of Ministers is considering the projects of the authorities on migration to GosTekh. It is planned to transfer 11 subjects and 12 federal departments to the information system platform in 2023.
“Until 2024, 85 information systems of the federal executive authorities will be translated. This will be the end of the era of” mosaic “developments and the beginning of the construction of a radically new state IT landscape,” says Chernenko.
And already from January 1, 2023, the legislative structures are ready to function as a state cloud operator providing services on a platform based on distributed data centers.
At the same time, the preparation of the software for the GosTech platform is completed, the functionality of which is already available at the federal and regional levels.
“This will make the transfer of GIS to the platform very fast and will ensure the rapid launch of new state digital services for citizens and businesses,” added Vasily Slyshkin, director of State Technologies FKU.
In conclusion, Dmitry Chernyshenko instructed to develop and approve digital transformation strategies for new regions by the end of 2023.
Goals of “Digital Transformation – 2022”
Thanks to the comprehensive work of the leaders of the digitization of the Russian system, in 2022 the indicators of the national goal “Digital Transformation” established by President Vladimir Putin, as well as the national program “Digital Economy” were achieved.
Remember that, at the direction of the President, from 2023 it is necessary for the federal executive bodies to ensure the transition and mandatory use of the Gostech platform, and for the regions – from 2024. A Presidential Decree on the schedule is being prepared and the transfer procedure.
Another topic of the meeting was the transfer of socially significant services to electronic format.
As indicated in the Ministry of Digital Development, until December 25, the issuance of a mandatory medical insurance policy (OMI) on a tangible bearer, the choice or substitution of a medical insurance organization, as well as the issuance of a certificate Vehicle admission for transportation should be available online. All authorities of the Federal Executive (FEB) were instructed to organize this work.
