The Ministry of Transport, Mobility and Urban Agenda has approved the Indicative Railway Strategy for the period 2021-2026, in which it plans to make investments for a total value of 24,200 million euros that will encourage the development, maintenance and renewal of the network of railway infrastructures. This plan establishes a financial framework with requirements for the renovation that the railway network needs, for the company of the Spanish transport system.
The department headed by Minister Raquel Sánchez has explained that the challenge of this Strategy consists of drawing the first step in railway planning that allows “the creation of a coherent and effective system, incorporating social, environmental and efficiency objectives as well as economic importance than the functional and territorial ones”. With the new paradigm that has been created, it is intended to move towards more sustainable mobility that takes into account the urgent need to reduce energy consumption while decarbonizing the economy in the fight against climate change.
The citizen at the center of the system
This system will be deeply committed to the mobilization of citizens on a daily basis. In addition to this, among other objectives, the new strategy also wants to choose to promote the freight transport network, European corridors and interoperability within a railway area that is a benchmark for the entire European Union.
These changes do not ignore the current shortcomings of the Spanish system, so the deficiencies and imbalances in the network are being taken into account so that, after the changes, this system does not have the problems where a series of very modern infrastructures coexist with others that are completely obsolete. There will also be a commitment to equalize the sections so that none are overexploited or underused.
With this strategy, it is intended to create a plan to promote the Cercanías, improve network maintenance, enable economic sustainability, guarantee national and international interoperability, boost rail traffic, enhance security in Meceraneco and Fortale public transport environment.
However, the ultimate goal of this program is to promote an investment policy that optimizes resources and takes advantage of existing infrastructures while prioritizing investment plans, within the actions that are most beneficial for the greatest number of users, in turn efficiency and social cohesion.
