The head of Pomorye proposed to transfer the flow of cross-border documents to digital – Rossiyskaya Gazeta

During the SPIEF session “Digital for Export”, the head of Pomorye recalled that in 2023 the region was one of the first in the country to sign an agreement with the Russian Export Center, bringing together all support measures into one platform. The effect is obvious: in less than six months last year, the platform received about 460 applications, and in the first half of 2024, more than half a thousand: “Therefore, any potential exporter from the Arkhangelsk region can take advantage of the full range of services and support measures, including the issuance of certificates, the search for new partners and the development of a roadmap for entering export markets,” said the head of the region.

But today the time has come to move to a new level, which is possible only after the digitalization of all processes: from the submission of an electronic application to the receipt of electronic documents. “Take our timber merchants, who, in order to supply products for export, must issue a phytosanitary certificate,” Alexander Tsybulsky gave the example. “At the same time, many exporters are starting to work, for example, with China, creating warehouses for them. For each small batch they receive a paper document that they must send by mail to China and, accordingly, wait until it arrives, and this is at least ten days. Receiving a certificate in electronic format would allow this. The problem will be resolved in one day at most.”

It should be noted that today the electronic customs declaration processing system is “configured” in this way: without contact with customs officials, the exporter receives it with a QR code and presents it at the place of application. The exchange of electronic declaration information is carried out now and when submitting an application to the Federal Tax Service, when it is necessary to confirm the interest rate when exporting goods outside the EAEU.

According to Alexander Tsybulsky, the cross-border flow of electronic documents can be organized through trade missions to other countries, the Chamber of Commerce and Industry and representatives of the Russian Export Center.

REC Director Veronika Nikishina supported the initiative: “The introduction of cross-border electronic document management is a serious ambition that we are ready to realize. We see a great demand for this service. Of course, it is necessary to do so. through a series of bureaucratic procedures, but this is the task we set ourselves.”
