Eyewitnesses captured a video of the incident. The footage shows a teenager climbing up to the 19th floor of the building from a common balcony on the 18th floor. Police identified the extreme sportsman; he turned out to be a 14-year-old resident of the house.
In conversation with law enforcement officers, the minor explained that he committed the risky act for fun. In addition, the student invited his friends to join him, but they did not support the idea.
As a result of the inspection of the teenager’s mother, the inspectors drew up an administrative protocol under Article 5.35 of the Code of Administrative Offences of the Russian Federation for improper performance of the duties of raising her son.
