And it reaches the following conclusion: “the procedural decisions issued by the supervisory department did not allow an objective evaluation of the evidence collected by the investigation in court and guarantee the protection of the legal rights of the victim.”

After this, the prosecution returned the criminal case twice for further investigation. The Investigative Committee is confident that “for the second time, deficiencies that were not previously considered significant were pointed out.”

The Investigative Committee claims that this significantly increased investigation time. As a result, Sytin did not appear in court until August 2023 on charges of fraud and complicity in the payment of a bribe. In June 2024, he was sentenced for bribery to 3 years in prison and released in court.

In the case of property fraud, the criminal proceedings against the accused due to statute of limitations were filed in court, the Investigative Commission highlighted.
