The press service of the Ministry of Construction, in response to a request from RG, noted that tariffs are now subject to a number of restrictions. The growth of utility rates is constrained by the cap rate, which is 9% from December 1, 2022, the ministry said. The real index is even lower (according to Rosstat, there is an increase of 6.5% – 7.87%). Tariff indexation is carried out within the framework of annual inflation and makes it possible to curb the spontaneous growth of tariffs in the intervals between indexation periods. At the same time, the real change in the cost of housing and communal services is traditionally formed below the limit index.

The authorities are working to prevent the limit rate of changes in utility bills from being exceeded. For example, the FAS monitors the prices and rates of public services, verifies the validity of the rates established in the regions, and cancels them if they do not comply with the law. The State Housing Inspectorate (GZhI) checks that the payment for housing and communal services is correctly calculated in the final receipt. The bodies of the GZhI, in turn, are supervised by the Ministry of Construction.

For residents, there is a wide range of support measures in the form of compensation and subsidies for utility bills at both the federal and regional levels. Certain categories of citizens (large families, retirees, veterans, participants in hostilities) can receive compensation for the cost of paying for housing and utilities. Assistance is also provided to people who spend more than the established norm on paying for housing, the so-called maximum allowable part of citizens’ expenses on paying for housing and utilities. On average across the country, this norm is set at the level of 22% of the total family budget, but each region sets specific indicators independently. Today, more than 2 million Russians receive subsidies for housing and utility bills.
