The Rostov region signed investment agreements for almost 200 billion rubles at the St. Petersburg International Economic Forum

The Rostov region actively participates in the St. Petersburg International Economic Forum, which takes place in the northern capital from June 14 to 17 and receives delegations from more than 100 countries. The delegation of the Rostov region, headed by Governor Vasily Golubev, signed investment agreements worth almost 200 billion rubles, thanks to which about 3.5 thousand jobs will be created in the region. We talked about the projects that will be implemented on the Don.


A delegation from the Rostov region participates in the St. Petersburg International Economic Forum. On the SPIEF-2023 site, the Don region signed about a dozen agreements with a total investment of about 200 billion rubles. This is a record number of deals and investments for the Don. In total, at SPIEF-2023, the Don delegation headed by Governor Vasily Golubev presents investment projects worth 720 billion rubles.

Agreements have been signed in a variety of areas: this is an industrial park in the priority development area in Gukovo, and the construction of a plant for the production of liquefied natural gas, and the creation of an industrial industrial park in the region of Azov, which will process secondary raw materials and the construction of a Rostov residential complex on the territory of the former airport, in which the investor will invest 132 billion rubles.

It is worth noting that the forum is held in the Year of the Teacher and Mentor, and the emphasis is also on staff training. It is no coincidence that the delegation of the Rostov region includes the rectors of DSTU and SFU.

It should be noted that the results of the national rating of the state of the investment climate in the constituent entities of Russia were presented on the site of the International Economic Forum in St. Petersburg. According to the results of an expert evaluation, the Rostov region showed dynamics and rose in the national ranking from 16th to 12th place. The rating is formed annually by the Agency together with the main business associations.

President Vladimir Putin singled out the Rostov region among the leading Russian regions, which showed the greatest dynamics in the formation of a favorable investment climate.

– By tradition, I will point out those issues of Russia that have made the greatest progress in the national rating of the investment climate. Overall, 60 regions advanced on this list. I will be happy to name them. The best dynamics were shown by the Chechen Republic, the Rostov, Saratov, Kostroma regions, the Yamalo-Nenets Autonomous Okrug and the Trans-Baikal Territory. I congratulate my colleagues and wish them more success, said the head of state when speaking at the plenary session of SPIEF 2023


Let’s talk about the largest projects-agreements concluded by the Rostov region at the forum.

The investor will invest 132 million in the construction of the Rostov residential complex on the territory of the former airport. This is the largest integrated development project in the Don capital. The corresponding agreement was signed by Governor Vasily Golubev and Yury Ivanov, General Director of YugStroyInvest-Don. At least 1.5 million square meters of housing will be built on the construction site, as well as parking lots, sports and entertainment complexes, and two parks. The construction of ten kindergartens for almost 2.4 thousand places, five schools for 5.1 thousand students and polyclinics are planned.

The first stage of surveying has already been completed. Before the end of the month, the investor will receive the first permits for the construction of apartment buildings. Schools and kindergartens are being designed.

– The term “complex” fits well with this project. A variety of directions are planned there: the creation of conditions for people to work and live in this area, – noted Vasily Yuryevich. – The main result is the creation of a comfortable urban environment, the well-being of Rostovites.


An agreement was also signed for the implementation of a project of a grain deep processing complex for the production of the aliphatic amino acid lysine from JSC DonBioTech. The document was signed by the Don Governor and General Director of Russian Hydrogen Eduard Davydov.

Having become an investor in the project, the Russian Hydrogen company undertook obligations to complete the installation.

The investor said that there are no similar production facilities in Russia. He intends to complete all the necessary work in the next few years and put the plant into operation in 2026. About 20 billion rubles are invested. The company will install high-tech equipment using technology from the world’s leading biotech company. 400 jobs will be created in Volgodonsk, taxes to the budget will amount to 800 million rubles. Wheat from Rostov farms and nearby regions will be used in production, – said General Director Eduard Davydov.


The largest greenhouse complex on the Don for year-round cultivation of vegetables will appear in the Aksai district. The head of the region signed the document with the chairman of the board of directors of Rosselkhozbank Boris Listov and the general director of the Olginsky shopping center Alexei Li.

Investments in the project in the next three years are planned to exceed 21 billion rubles. 600 jobs will be created. The total production area of ​​the complex will be about 33 hectares. The capacity of the first stage exceeds 43 thousand tons of vegetables per year. The main crop will be cucumber.

– We plan to finish construction in July 2025, deliver the equipment at the end of August 2025, – said Alexei Li, the initiator of the project.

The project will help the region to face the important strategic challenge of strengthening food security.

– This is a really big project. Vegetable products are in demand. The latest technology will be applied. We will accompany the project and very soon we will see the result, Vasily Golubev is sure.


The agreement on the implementation of the project to create a production of computer equipment was signed by the governor Vasily Golubev and the general director of the Beshtau company, Oleg Osipov. The Rostov project today is the only one in the south of Russia for the development and production of finished components and devices. The total investment will be about 8 billion rubles.

The domestic manufacturer already has its own production lines for assembling boards in the Don region and plans to increase production. The company decided to expand its product line and build a new plant for the production of notebooks and monoblocks in Rostov-on-Don. The plant will create 700 jobs.

– The plant will mainly produce laptops, batteries, including PCB boards for these laptops. We plan to implement the construction of not only the first, but also the second stage within three to four years, – said Oleg Osipov.

– Technological sovereignty, of which our president speaks, must be a reality. And in this sense, Beshtau meets the new demands and requirements, – said Vasily Golubev.


The agreement was signed for the construction in Krasny Sulin of the second stage of a plant for the production of thermal insulation materials from stone wool with a capacity of 90 thousand tons and a plant for the production of thermal insulation materials from extruded polystyrene foam. by the Governor and President and Managing Partner of TechnoNIKOL Sergey Kolesnikov.

The investor plans to invest 8 billion rubles over three years. The new facility is expected to create 200 jobs.

– In 2016, the company successfully implemented the first stage of the project. The volume of investments then exceeded 3.6 billion rubles. This is a good example of the implementation of the import substitution policy. Taking into account the development of the construction complex, a number of territories, the agro-industrial complex of the Rostov region, the products will be in great demand. I would like to note the reliability of the partner – everything that was previously signed was fulfilled in terms of time and quality, – Vasily Golubev remarked.


Recall that in total in SPIEF-2023, the Rostov region concluded about a dozen agreements. As part of the agreement with VimpelCom, remote areas of the Don must have stable mobile communications. An industrial park for 100 jobs will be created at the Titan plant in Gukovo. Artmetan Group to build natural gas liquefaction plants in the Rostov region: natural gas liquefaction plants, cryogenic refueling stations and energy transition infrastructure development will be built in the Rostov region. The term of execution of the project is until 2028. The estimated investment for the project will be 1.2 billion rubles.

Also, members of the official delegation of the Don visited the Scientific and Productive Enterprise Radar mms. The parties discussed the possibility of creating a joint scientific and educational center on the basis of DSTU for the implementation of research, development and technological work in the field of unmanned systems.

The Rostovminudobreniya company will create an enterprise for the production of mineral fertilizers in the city of Gukovo. Production of 3,000 tons of fertilizers per month is scheduled to start up this fall.

Even in the Rostov region in 2023-2024, 100 new retail facilities will open. Includes economy segment stores. The investor plans to allocate 1.5 billion rubles for these purposes.

In addition, a large dairy farm for 1,200 heads with a production capacity of 15,000 tons of milk per year will be created in the Konstantinovsky district.
