The facts are widely publicized when, after receiving Russian citizenship, visitors evade military service, the explanatory note says.
Therefore, such foreigners will have to register with the army. They must register at the military commissariat before taking the oath. This initiative has become interfaction, said the speaker of the State Duma, Vyacheslav Volodin. In addition to receiving a passport, the visitor should be given not only rights but also obligations, he said.
“They must register for military service and serve in the Armed Forces,” Volodin said.
As State Duma Deputy Speaker Irina Yarovaya said, the decision to become a citizen of our country must be accompanied by deep and meaningful respect for the traditions and laws of Russia. She recalled that the duty to serve the Motherland and protect the interests of Russia is the sacred duty of a citizen of the country.
According to the new law, failure to comply with the obligation to initially register for military service by a person who has acquired Russian citizenship will be grounds for termination of this citizenship.
If a person does not want to serve, he should not be given a passport. Such a decision, according to Yarovaya, “gives an objective and truthful answer to the intentions of a particular person who has decided to become a Russian citizen.
According to Sergey Mironov, the leader of the Just Russia – For the Truth faction, the State Duma may soon consider changing the conditions of military service for foreigners who have received Russian citizenship.
“It would be right if immigrants who want to obtain citizenship not only registered in the army, but also served for two years,” the politician said. “When they receive citizenship, they receive many rights to free healthcare and education, for example. Much more. And where are the responsibilities? The first duty of a man is to serve his Fatherland and in this regard I think this amendment will come within two years.”
As Volodin explained, the issue of length of service and raising the age of conscription for visitors applying for Russian passports is not removed from the agenda of the State Duma: it will be discussed with the government. “In our opinion, there may be special reservations when accepting citizenship – this is a normal practice in other countries,” the speaker said.

Vladimir Sipyagin, State Duma deputy:
“During the spring session, several legislative initiatives related to tightening migration were developed and adopted. Now, the obligation of persons who acquire Russian citizenship to register for military service has been legislated. Not everyone complies with this rule, there are cases of citizens evading military service. These cases are widely discussed on social networks and cause an increase in social tension and undermine respect for the laws of our country. Therefore, deprivation of citizenship will be a rather severe sanction against new citizens of Russia and will force them to comply with the laws of the country that adopted them.
At the same time, we must understand that 70% of immigrants arriving to us are people with little education and very simple patterns of behavior and motivation. They are in demand in our country for jobs that do not require high qualifications. It would be right to create a base of jobs for foreigners, so that they are quickly excluded at home and do not end up with us. Therefore, it would be more correct at the initial stage, before entering our country, for our relevant services to check their background at their place of birth, there on Earth. In this case, violations on their part will be significantly reduced and it will be easier to restore order in the migration sphere.”
Alexey Zhuravlev, First Deputy Chairman of the State Duma Defense Committee:
“I have repeatedly spoken about the need not only to increase the service life, but also to introduce an even stricter norm: compulsory service even before receiving a passport. But this is already a step in the right direction, not the whole duty to do so. The Motherland is given only to our guys, who intend to assimilate, they are obliged to do the same in double volume. Moreover, with the active introduction of modern technologies into the army, it is becoming more and more difficult to train a qualified fighter in one year, but you can try to do it in two.”
