The SVO working group sent a report to the president. It reflects proposals for additional new measures to support special operations participants and their families. And also recommendations to improve the efficiency of enterprises of the military-industrial complex, said the head of the group, Secretary of the General Council of United Russia, Andrei Turchak.
RELATIVES CANNOT MANAGE MONEY
“In particular, we propose to simplify legal actions related to the preparation of documents for SBO participants. In the event that a soldier is seriously injured, without his personal participation, relatives cannot, for example, manage money from his account, not even to pay for the trip to the hospital. In this sense, it is necessary to include in the annexes to the contract the execution of powers for the management of the assets and obligations of future soldiers during their stay at the front,” he noted.
It is also proposed to grant second-tier contractors the right to dispose of the benefits at the end of each stage of the State defense order contract, on equal terms with the main contractors. Now they are deprived of this opportunity until all the work provided for in the contract is completed, explained Andrei Turchak.
A block of proposals in the report is aimed at supporting former militiamen and employees of the internal affairs bodies of the DPR and the LPR.
“The monitoring carried out by the group revealed a series of issues that require solution. In particular, today police officers who have moved to other regions of Russia begin to serve without retaining their previous ranks. And consequently, without payments and benefits for length of service,” stated the Secretary of the General Council.

Military personnel who decide to continue serving in the Russian armed forces after being dismissed or retired in these regions face similar situations, Andrei Turchak highlighted. In addition, periods of military service in the structures of the DPR and LPR are currently not taken into account when granting benefits for the purchase of housing.
“We propose that the Government, together with the State Duma and the Federation Council, adopt the necessary legal changes that will allow taking into account such service and preserving the ranks and in the future receiving the benefits required by law. In addition, we propose to legislatively regulate situations in which employees of law enforcement agencies, for example the National Guard, have a priority right to receive housing payments if their family has a disabled child, but their colleagues with status not military,” he explained. .
Andrei Turchak also informed the President about the status of the proposals made earlier by the working group. In particular, a federal law was adopted that abolished the state obligation to register equipment transferred free of charge to the zone of the Northern Military District. A bill has been introduced providing for the simultaneous receipt of disability and survivor’s pensions for disabled children and persons disabled since childhood whose parents died in the Northern Military District.
“Amendments have been made to ensure the preservation of rights to Arctic and Far Eastern hectares for participants of the Northern Military District until their return from the front. A bill on reducing compulsory social insurance premiums for working disabled war veterans has been sent to the Government for approval,” he concluded.

Recall that the Working Group on SVO issues was created by order of the President. It was headed by the first vice-president of the Federation Council and secretary of the General Council of United Russia, Andrei Turchak. The group included representatives of both houses of the federal parliament and all parliamentary parties, the Ministry of Defense, leaders of public organizations and prominent war correspondents.
Among the support measures for SVO participants and their family members who were initiated by the group and are already working: credit obligations are terminated in the event of the death or disability of an SVO participant, including those arising from warranty; the right to insurance payments is extended to the actual educators of the SVO participants (during the period from the start of the special operation); The right to housing payments has been preserved for families of retirees of law enforcement agencies, customs authorities and firefighters who died during military action, and much more.
In addition, separate programs for retraining and professional retraining of veterans of the Northern Military District are provided, fixed-term employment contracts are maintained for mobilized and volunteers, and an advantage when entering municipal or civil service; employers who employ veterans now receive social status and related benefits; Enrollment of children of SVO participants in kindergartens without a waiting list and preferential admission to universities, priority enrollment in colleges and technical schools of SVO participants and their children are guaranteed, regardless of the grades of the certificate.
The State Duma is currently considering several draft laws. Several are being agreed upon with the Government and discussed with the Defenders of the Homeland Foundation.
