The Council of Ministers has given the green light on Tuesday to the draft Civil Service Law, which includes measures such as a new system of access to public employment that takes into account capabilities and two new salary mes according to the professional career and the lead to out the officials.
The Ministry of Finance and Public Function indicates in a statement collected by Efe that the new law, provided for in the Recovery Plan, aims to attract and retain talent with a public human resources model “based on competencies”. The law incorporates the evaluation of the performance of public employment, which will periodically measure the performance of workers with the aim of improving their productivity and the quality of public services.
In that, the text creates two new salary supplements: one for “career”, which will reward progression in the professional career -the same for all officials in the group or subgroup-, and another for “performance”, linked to overcoming the evaluations. Thus, the complementary remuneration will be the destination, specific, performance and career bonuses, to which must be added the supplement for extraordinary services for work outside the working day or the activity of the ordinary job.
The law also regulates the horizontal professional career to allow internal professional promotion, that is, without there being a change in the job, promotions that will be granted based on the laector trayia, the evaluations or the follow-up of a career itinerary. specialized training. Another measure is the regulation of professional public management personnel, those holders of general sub-directors or similar, with the aim of guaranteeing their professionalism, suitability, capacity and orientation towards results.
New model of access to the Administration
The draft law includes a new model for access to the Administration, in which the principles of equality, merit and capacity are added agility and efficiency in the selection, the adequacy of the contents to the functions to be carried out and the professionalization of the courts. The Treasury indicates that this model will be “mixed”, that is, based on both knowledge and the evaluation of professional skills, and the processes will be held throughout the territory.
The Treasury also highlights the introduction of “strategic planning”, by which the selection of personnel will be aligned to the needs of the organizations, be it the General State Administration, autonomous organizations, Social Security sponsoring entities, public entities, other companies, of public law.
Now, the bill will be submitted to the public information procedure, where it could incorporate changes before going back through the council of ministers and starting the parliamentary process. The CCOO and UGT unions have advanced, in a first joint assessment, that the bill is “clearly improvable”, a position that they will detail this Wednesday in a meeting with the media.
