The Council of Ministers has given the green light on Tuesday to the draft Civil Service Law, which includes measures such as a new system of access to public employment that takes into account capabilities and two new salary mes according to the professional career and the lead to out the officials.

New model of access to the Administration

The draft law includes a new model for access to the Administration, in which the principles of equality, merit and capacity are added agility and efficiency in the selection, the adequacy of the contents to the functions to be carried out and the professionalization of the courts. The Treasury indicates that this model will be “mixed”, that is, based on both knowledge and the evaluation of professional skills, and the processes will be held throughout the territory.

The Treasury also highlights the introduction of “strategic planning”, by which the selection of personnel will be aligned to the needs of the organizations, be it the General State Administration, autonomous organizations, Social Security sponsoring entities, public entities, other companies, of public law.

Now, the bill will be submitted to the public information procedure, where it could incorporate changes before going back through the council of ministers and starting the parliamentary process. The CCOO and UGT unions have advanced, in a first joint assessment, that the bill is “clearly improvable”, a position that they will detail this Wednesday in a meeting with the media.
