To control prices, Rosstat will use the “Honest Sign” marking system

– Mikhail, please tell us: what is the “Honest Mark” labeling system and what products are included in it?

– “Honest Sign” is a state information system that includes a wide range of products. Each consumer can see this mark in the form of a square code with white and black dots on the product.

This system already includes 17 product groups. It all started with furs and now “Honest Sign” covers dairy products, cigarettes, beer, light industrial products, shoes, bottled water, medicines, etc. Additionally, as an experiment, 16 product groups are included in this system.

In general, the system covers, if we count together with the experiments, 19% of the part of the GDP of the Russian Federation not related to natural resources.

– Why is this system being implemented?

– There are three beneficiaries: the State, companies and consumers.

I’ll start with the most important thing: the consumer. For all of us, this is primarily the protection of life and health. Let me give you an example. Since April, a permit regime for the operation of cash registers has been introduced. Now, when the cashier scans the milk, the register uses the “Honest Sign” system, which processes the request in a fraction of a second. And if the shelf life of the product has expired, the cash register simply will not allow it to be sold to the consumer. As a result, in the last month alone the number of cases of expired dairy products being sold at the country’s cash registers has tripled.

For the state, the work of the “Honest Sign” system represents a large amount of data, very important statistics. In particular, we signed an agreement with Rosstat, which thanks to this system will have access to information about the real state of the market. The result is a visual digital model of the market: who produces the products, who imports them, how the goods move, what margins are applied to them, where and at what prices they are sold, where they are stored… All this allows you to take high-quality management decisions. For example, during Covid, the Honest Sign system was used as a scheme for vaccine distribution. Because we understood billing, we had information about stocks, vaccine expiration dates, etc.

In addition, this system gives the state a huge fiscal effect. Five years ago, here at the St. Petersburg Economic Forum, an agreement on public-private collaboration was concluded – the first agreement in the field of information technologies in Russia at the federal level. During these years, the fiscal effect has already amounted to about 800 billion rubles in additional tax revenue.

And for businesses, access to Honest Sign data is very important from the point of view of increasing efficiency. The company can spend less money thanks to more careful storage and can use multiple marketing initiatives through the same code.

– He talked about the operation of this system in the boxes, where expired milk is blocked. And what else?

– The blocking of expired products at checkouts is being implemented in stages. It is scheduled until March of next year. Tobacco and beer were launched first, then dairy products and water in retail chains with more than 50 points of sale. In autumn all other product groups are included. Medicines will arrive a little later, because there needs to be greater improvement of the legislation.


– Mikhail, let’s talk in more detail about product groups. With milk and beer everything is clear: they have an expiration date. But why does the “Honest Sign” system include, for example, fur coats and tires?

– Each product group has its own history, its own prerequisites, its own initiators of inclusion in the system. In the case of fur coats, for example, this is a tax story.

– To avoid evading taxes?

– Yes, in the case of fur coats, taxes and customs duties mainly played a role. We have a region that borders China and, before the introduction of labeling, according to figures, it was a leader in the production of fur coats. And after the introduction of this system, the market whitened 10 times; This is how the declared number of sales increased. And as the market has become more transparent, tax collection has increased.

– How did labeling affect the price of the goods included in this system? After all, labeling each product costs money, plus the manufacturer needs to buy special equipment…

– First of all, the labeling code for the manufacturer or importer costs 50 kopecks, regardless of the product. It is important that five years ago we agreed on this price of 50 kopecks. It is not indexed and the duration of the contract is 15 years.

Second, of course, labeling involves certain costs. But today we had a roundtable discussion about labeling. Given this, not the operators, nor the regulators, but the businessmen themselves said: friends, believe me, these costs “dissolve” in the positive effect that both the State and the companies receive.

But it is clear that every consumer is interested in specific figures. Therefore, for all product groups we very carefully monitor the impact of costs on prices. And it does not exceed 1% of the retail price. That is, this is many times less than inflation.


– This year, the “Honest Sign” included our “national” products: red and black caviar. Tell us more about this, please. What should the caviar market be like once included in this system?

– The launch will take place on April 1. Now we are waiting for the start of large-scale production of labeled products. Since caviar is a seasonal product, poutine (fishing season – Ed.) begins in the second half of summer and autumn.

It is impossible to predict now what the market will be like. But I guarantee you that the effect will be significant. By the way, for the consumer all this means that, using the Honest Sign mobile application, they will be able to check where this caviar comes from. And now we are actively working on the next stage – integration with the Rosselkhoznadzor and Rosrybolovstvo systems, and this will eventually make it possible to display even geolocation at sea, in the ocean. That is, the area where this fish was caught.

– Mikhail, we are speaking at the 27th St. Petersburg International Economic Forum. Tell us, what are your plans for this forum? What agreements do you sign, what issues do you raise?

– In this forum we signed several agreements. Even with the regions – the Perm Territory and St. Petersburg, which is very important for our project from a historical point of view, because in many ways it was where it all began. They join the Honest Region project.

Today we signed an agreement with the Ministry of Health and Rosstat. We also signed agreements with the tire manufacturer Cordiant. And, as I already said, Rosstat will use data from the labeling system to control prices. I think this is a very important task.”

There is also an active debate on market regulation within the forum. We had agreements with almost each of them. And here we are concluding the last agreement with one of the two largest markets: Ozon. After this, we will wait until September 1, when all markets will enter the qualification system as participants.

I would like to add that for many years we have been bringing a yellow food truck to the St. Petersburg International Economic Forum that distributes ice cream under the Clean Sign brand. And this year there is also an “Honest Bar”, where labeled beer, both alcoholic and non-alcoholic, is served.
