220 members of the Republican-controlled lower house of Congress voted against the bill designed to prevent a shutdown. 202 people supported the document and two more abstained, RIA Novosti reports.
Republicans and Democrats in Congress must reach an agreement on a new budget proposal by September 30.
Otherwise, the US federal government could suspend work in early October.
