The plenary session of the X International Nevsky Ecological Congress jubilee took place in the Taurida Palace in St. Petersburg. The topic of discussion is “Man and the planet: are they compatible?”.

The President of the Russian Federation Vladimir Putin addressed the participants, organizers and guests of the Congress with greetings.

“The effective management of natural resources is the basis for the sustainable development of states, it directly affects the conservation of the biodiversity of ecosystems, and most importantly, the health and quality of life of millions of people. And therefore, in Russia, the issues of environmental protection, rational management of nature and ensuring environmental safety are among the important national priorities,” the greeting emphasizes.

Speaking at the meeting, the Chairman of the Federation Council Valentina Matvienko noted that St. Petersburg has always paid great attention to the problems of environmental well-being, the city has become the only metropolis in the world where 98 percent is treated of wastewater.

According to her, over the years of work, the Nevsky Congress has become a truly significant event in the life of the world environmental community. “Today it is an authoritative discussion platform for scientists, experts, business representatives, public organizations and government agencies.”

Valentina Matvienko emphasized that the congress brings together like-minded people from different countries who set themselves a common goal – to save the world around us in all its diversity and safely pass the planet on to future generations. She said that nearly 1,500 people from more than 50 countries are participating in this year’s congress.

According to the Federation Council rapporteur, such a broad representation is especially relevant given the main theme of the Congress. “Life in a healthy environment is a right of each country, of each people, and not the privilege of individual states.”

The Chairman of the Federation Council stressed that international security in the field of ecology should only be equal and indivisible for all. “This is an area from which the ‘environmental egoism’ of various countries, the desire to improve the ecological situation for themselves, must be excluded.”

Russia, Valentina Matviyenko said, is opposed to double standards and dictation in the environmental sphere. “Also unacceptable is empty environmental populism, which often replaces real work to protect the environment. In contrast to these approaches, we offer a professional multilateral discussion, the search for the most effective solutions to environmental problems.”

The Chairman of the Federation Council paid special attention to the fact that the issue of caring for nature is one of the most important areas of state policy in Russia. The country remains a responsible participant in all major international agreements on climate, biodiversity, the fight against desertification, water and air pollution, and the protection of transboundary ecosystems, including the Arctic. “We are ready for a constructive partnership cooperation in the field of environmental protection with all countries that are ready for this.”

Valentina Matvienko spoke in detail about what has been done in Russia over the past decades in the field of ensuring environmental well-being. According to her, the developments of the Nevsky Congress, ideas and recommendations served as the basis for the modernization of Russian environmental legislation, for the launch of new “green” programs and projects. “The largest and most comprehensive measure of our country in the field of environmental protection is the national project “Ecology”, during which industrial enterprises and transport are transferred to higher environmental standards, and air purification projects are implemented. in many industrial cities. A lot of work is being done to eliminate unauthorized dumps, objects of accumulated environmental damage, and to clean up the waters of the seas and rivers”.

Among the legislative initiatives, the president of the Federation Council mentioned a package of federal laws on waste management. “We pay special attention to medical waste management issues. At the request of regional legislators, the senators, together with the deputies of the State Duma, prepared and submitted to parliament the corresponding bill. We hope that by the end of the year the issue will be legally resolved.”

The Chairman of the Federation Council noted the improvement of the situation in the forestry complex. “With the active participation of the Federation Council, laws have been drawn up that have set in motion the process of decriminalizing the extraction and circulation of wood, making this industry more open and controlled.”

Valentina Matvienko named such areas as organic production and ecological tourism as a promising area of cooperation with other countries.

Separately, the head of the Federation Council stopped at the formation of an ecological culture in society. “In Russia, the number of people sorting waste is growing, there is a trend towards more prudent use of energy, water and heat in everyday life.” Eco-volunteering is gaining more and more popularity, and environmental projects for children and youth, such as Ecolyata and Young Defenders of Nature, have acquired a scale all over Russia.

In his opinion, the corporate responsibility of companies is also becoming the norm. “Thanks to the interaction of the State and national companies, it was possible to create legal mechanisms for corporate responsibility for environmental violations, build a system of incentives for environmental care.”

“The environmental agenda does not rule out sustainable development. On the contrary, it is only possible if a harmonious and rational balance of interests is observed: economic growth, improvement of people’s well-being, on the one hand, and maintenance of the planet’s health, guarantee of environmental safety, on the other. , summed up Valentina Matvienko.

The Deputy Prime Minister of the Russian Federation, co-chair of the Organizing Committee for the preparation and holding of the X Nevsky International Environmental Congress, Victoria Abramchenko, in her speech focused on the main modern environmental challenges. Among them is a threat to the ecological well-being of the world ocean and freshwater sources.

The Deputy Prime Minister of the Government of the Russian Federation spoke about Russia’s approaches to solving these problems, specific measures and projects to clean up and monitor the level of pollution. “On behalf of the head of the Russian state, a single federal project for the environmental improvement of water bodies will be launched in 2025. It will include the entire Volga river basin, as well as the Don, Amur, Ural, Irtysh, Terek and small rivers. .

According to Victoria Abramchenko, international cooperation with the CIS, SCO and BRICS countries should play an important role in responding to environmental challenges.

The problem of pollution of the planet with waste from production and consumption, according to her, will be solved, among other things, by implementing a project to switch to a circular economy. “At the same time, we are solving the problems of removing accumulated damage, introducing effective recycling technologies. Thanks to this, Russia is developing important environmental competencies and is ready to export these technological solutions.”

Russia also has unique experience in implementing agroecological measures to combat land degradation and desertification, Victoria Abramchenko added. “Next year it is planned to create a national program to combat desertification for 14 regions of the country that are prone to this phenomenon.”

The problem associated with the reduction of biodiversity is being solved by expanding natural heritage sites and reinforcing their protection, creating national and international centers for the reproduction of endangered species, said the Deputy Prime Minister of the Government.

One of the main tasks of the work, he pointed out, is related to reducing the anthropogenic impact on the atmosphere, the fight against air pollution. “Businesses need to move to the best available technology. In the federal project to improve air quality, we contemplate measures to provide economic incentives for the environmental modernization of industrial companies and toughen the responsibility”.

The 10th Nevsky International Ecological Congress is organized by the Government of the Russian Federation, the Council of the Russian Federation, the Interparliamentary Assembly of CIS Member States and the Ministry of Natural Resources and Ecology of the Russian Federation, the operator of the preparation and celebration of the event is the Roscongress Foundation.
