Russian President Vladimir Putin has signed a federal law banning surrogacy services for foreigners in Russia. The corresponding document is published on the official Internet portal for legal information. RIA Novosti writes about this.
Only citizens of the Russian Federation who are married or a single woman, a citizen of Russia who, for medical reasons, cannot bear or give birth to a child on their own, can use the services of surrogate mothers. Foreigners will be prohibited from using the surrogacy service in Russia.
Under the law, all children born to surrogate mothers in Russia will automatically receive Russian citizenship, regardless of the citizenship of their parents. Single men with Russian citizenship will also not be able to use the institution of surrogate motherhood.
If the spouses signed an agreement on surrogate motherhood, but their marriage was dissolved after that, then they can be registered as the parents of the child with the consent of the woman who gave birth and if the court does not establish that their marriage took place only to use surrogacy services.
