As of September 1, 2023, the so-called gold standard of knowledge will begin to operate in schools. Relevant amendments to the Law “On Education in the Russian Federation” were approved by the State Duma. We are talking about unified federal educational programs. This is a basic bar below which schools cannot slide.

What will change? There will be a single standard of teaching in various subjects: the Russian language, literature, history, social sciences, geography, and the basics of life safety.

The Ministry of Education will also form a state order for the development of textbooks and approve the authors.

As Olga Kazakova, the chairman of the State Duma Committee on Education, told RG, earlier the Law “On Education in the Russian Federation” described the school curriculum as exemplary, recommendatory. This often caused controversy. For example, when a family moves to a new city, when moving to a new school, a child often meets completely new “introducers.” Now, all over Russia, children will receive the same knowledge.

The university module was developed by the Ministry of Science and Higher Education in cooperation with the Ministry of Defense and is intended for undergraduate and specialization programs. So that? “In order to form a universal competence… to create and maintain… safe living conditions,” the Ministry of Education and Science explained. The ministry clarified that the decision to include the module in the syllabus of a particular course is made by the university independently.

And in schools? The Ministry of Education approved at the end of last year the federal school education program for grades 10-11, which presents two options for the life safety course. One is basic and contains the usual security sections. The other has an “Elements of Basic Military Training” module. High school students will be taught how to handle a Kalashnikov assault rifle and hand fragmentation grenades, put on a gas mask, march in formation, and provide first aid.

As RG was informed at the Ministry of Education, each school will be able to independently choose a more suitable option for itself.

In places

In 2023, 590 thousand people will be able to enroll in places financed by the State in universities. 73% of the places are distributed to universities in the regions. The leaders in number of places are the engineering and technical areas, educational sciences, public and medical areas.

Most of the places are allocated to undergraduate programs. By the way, the schedule for the distribution and approval of admission control figures to universities is changing. Let us remember that until now the Ministry of Education and Science has done so with a margin of one year: for example, the places for the 2023/24 academic year were approved in the spring of 2022. Now the admission figures will be approved directly in the year of admission campaign. Thus, the distribution of budgetary places for the 2024/25 academic year will take place in January-February 2024.

Scientists from the HSE Institute of Education and Rosatom employees interviewed experts, schoolchildren and students about world trends in education by 2023 and their importance for Russian education.

During the survey, it turned out that next year, hybrid learning will gain momentum: a combination of face-to-face formats with remote elements and digital technologies. Keep in mind, however, that this trend is more relevant for urban schools and large metropolitan areas, where there are no problems with access to the Web.

Another trend is firmware and mini-courses. For example, in programming, law or psychology, short and concise resumes have been popular for a long time. According to experts, some other areas will follow the trend. The main thing to remember is that short courses in many areas cannot replace full professional training in the long term.

The third trend is the combination of study and practice. Today, both schools and universities are working so that children not only know, but also know how to use the knowledge acquired in life. In specialized classes in schools, they are introduced to the basics of their future profession, students receive practical training in real laboratories at companies.

The experts also pointed out the importance of educational content on social networks popular among young people. The genre of “fun learning” can fill the gaps in formal education and increase motivation to learn. – What can universities expect in 2023? I would like to see cross curricula, especially in the teaching of information technology. Now it is extremely difficult to move from one IT field from one university to another, and from the 3rd year it is almost impossible.

The universities hope that the number of follow-ups carried out by the ministry will not increase. Now that number is approaching one hundred. Too. Universities work not so much on real indicators of efficiency and quality, but on accountability. I would like the other way around.

What should universities plan? First of all, an increase in the number of foreign students from the East, Southeast and other countries. The whole world, except Europe and North America, has a positive attitude towards Russia. We need to develop this area.

Among the tasks for the near future is the quality of educational content, the content of education. Our level should be so high that applicants from other countries go to Russian universities, and Russian students are more interested in studying in Russia and not abroad. Experience irrefutably testifies that the quality of education in the leading universities of our country is often significantly higher than in universities that are leaders in prestigious world rankings.
