Why employers don’t want to hire teenagers – Rossiyskaya Gazeta

Date: July 18, 2024 Time: 05:07:34

– Employers fear increased attention from supervisory authorities and do not want to take on the responsibility and additional costs of providing special working conditions. However, we plan to increase the number of off-budget jobs to one and a half thousand. Last year there were 1,197,” said Olesya Keil, head of the employment department of the regional Ministry of Labor.

Most often, teenagers are offered jobs that do not require special knowledge and experience. Children participate in landscaping and improving parks, public gardens and school grounds. They help vegetable producers, packers and organizers of cultural and leisure events. Older young people work as couriers, programmers and office workers.

Industrial companies encourage the continuation of dynasties and create jobs for the children of their employees. And parents step in as mentors. This allows adolescents to quickly adapt to work and choose a future profession.

For the second year, the Omsk personnel center “Russian Work” carries out a project on paid employment with support for children with developmental disabilities and autism. Interest in this is growing. Last year two adapted schools joined, now there are four and there are a third more participants. Among the new employers are the Agrokultura greenhouse complex, the Omsk Institute of Instrument Engineering and the Agricultural Research Center. The boys work three hours, five days a week.

What salary can schoolchildren expect?

– In general, almost 82 million rubles were allocated for the summer 2024 labor campaign in the Omsk region (a year ago it was 79.6 million). More than 16.5 million come from the regional budget for material support: this money is paid to minors in addition to the salary (2,315.81 rubles per month of work), explains Olesya Keil. – Depending on the type and volume of work, salaries for teenagers vary from 1.8 thousand rubles to 30 thousand or more. Naturally, it is higher in commercial structures.

At the Liubinsk milk canning factory, for example, the boys receive between 35 and 38 thousand rubles a month.

– Of course, employing children is a big responsibility. But we’ve been doing this for twenty years. We hire up to fifty high school students a year. And we will continue this tradition,” says Larisa Trofimova, a specialist in social work. – The summer job for the guys at the plant is a way to show them the truth, to interest them so they don’t leave. And we achieved it. Now one in four of our employees has their first entry in their work book during their school years.

This year, teens will be able to express themselves through new activities. Relevant requests were received from commercial, hotel and cleaning companies. The women’s club “Family and Career” joined the employment of high school students. But, in general, the percentage of participation of extrabudgetary organizations in the summer labor campaign still does not reach fifteen percent.

Meanwhile

In April and May, Omsk employers began inviting teenagers for interviews 22 percent more often than in the first quarter of this year. This conclusion was reached by the experts of the HeadHunter job search service. Since the beginning of the year, 265 vacant positions have opened in the Omsk region, for which employers are ready to accept candidates over fourteen years old. Every fourth person is willing to hire couriers for such work, and every tenth person is willing to hire managers and salespeople.

Direct speech

Alexey Poteyko, Chairman of the Board of Directors of the Omsk Regional Branch of “Russian Student Teams”:

– You can understand employers who, even in the face of a growing staff shortage, do not dare to contact schoolchildren. In addition to the great attention that regulatory authorities pay to this area, this is also an unreasonably narrow list of permitted jobs. For example, a teenager in the workplace cannot lift more than two and a half kilograms of load, he does not have the right to help staff in summer camps and kindergartens, paint fences or participate in the renovation of schools. Meanwhile, the abolition of this regulation alone will contribute to additionally attracting more than one hundred thousand schoolchildren to the housing and communal services sector. So policymakers, including regional ones, have something to think about.

A new mechanism could save business owners from headaches. We are talking about a single operator for the employment of minors. The public youth organization “Russian Student Teams” is ideal for this role. The operator will enter into agreements with companies of any form of ownership. She will take care of all legal details, actual employment, vocational training issues, security, as well as communication with inspection authorities and parents. And the ice will break.
