At the first meeting of the legislative group of the Supervisory Board of the Defenders of the Fatherland Foundation, bills on social guarantees for veterans and members of the NWO, insurance payments, additional protection of the rights of combatants were discussed. He recalled that the President had already signed into law the working group on the right of NWO participants and veterans and their families to free legal aid. Legislative initiatives were also taken to extend the status of combat veteran to the militias that fought for Donbass since May 2014, to exempt SVO members from paying state fees when restoring documents, to simplify the procedure for recognizing SVO members as missing. and deceased, and to extend the right to vacation credit to all co-borrowers participating in a special military operation and to cancel the credit obligations of a deceased or seriously disabled SVO participant of their parent-co-borrowers.

“In the second and third reading, our amendments were approved, which include veterans of the Northern Military District in a special quota of 10% for admission to universities. At the end of last year, at our initiative, this quota included the children of SVO participants, Heroes of Russia and full holders of the Order of Valor. With the same modifications, veterans will have the opportunity to receive free training in preparatory courses. And those who, before participating in the SVO, studied at a paid department, will be able to transfer to a free one, ”Andrey Turchak explained.

Also, he pointed out, another initiative of the working group was adopted: the children of the participants in the special operation will receive benefits for extraordinary enrollment in kindergartens, schools and health camps.

Anna Tsivileva stressed the importance of developing new legislative initiatives to effectively help the beneficiaries of the fund.

“Since the start of the work of the branches, the fund has received several appeals from veterans and relatives of the victims. The content of these appeals shows that the legislative framework for supporting the defenders of the Fatherland requires further improvement and adjustment. I hope that thanks to the activities of the Supervisory Board working group on law-making, we will be able to find solutions to existing problems and make sure that assistance to veterans is provided quickly and efficiently,” said Anna Tsivileva.

In particular, the meeting discussed the issue of insurance for NWO volunteers. In order for them or their relatives to receive payments from the state budget insurance, it is necessary to legally allow the use of an already existing insurance procedure that applies to recruited and mobilized soldiers. The amendments have been prepared, they were supported by representatives of the Ministry of Defense and the Ministry of Finance.

“ALL INITIATIVES ARE BASED ON SPECIFIC REQUESTS”

Another legislative change, which received the support of the ministries, concerns those who have signed a contract with the Ministry of Defense, participate in the SVO, but are not directly in the zone of special operations. For example, missilemen performing tasks in the Voronezh region, sailors, as well as some other categories of participants in the special operation. Because they are outside of the war zone, they cannot qualify for combat veteran status. Appropriate changes will be made to veterans law.
