If you let your hair grow, you will be punished. What are the conditions like in the new Promesa prison?

Quincy lives in a cell with at least 15 prisoners and no one among the prisoners knows him.

Quincy Promes, instead of playing for Spartak, is imprisoned in the United Arab Emirates. The Dutch striker was detained on February 29 while passing through border control at Dubai airport. The reason was to flee the scene of the accident. On March 11, Quincy was found guilty and fined only 10,000 dirhams (approximately 250,000 rubles).

But Promes was also unable to fly to Russia: the player was detained again, this time at the request of the Dutch prosecutor’s office. At home, Quincy was convicted of participating in drug trafficking and sentenced to 7.5 years in prison. The Netherlands is now seeking Promes’ extradition, but for now he is in a prison in the United Arab Emirates. Dutch publication De Telegraaf shared information about what is happening to Quincy in custody.

Background to Quincy’s troubles in the United Arab Emirates and details of his detention in the first prison:

Promes is stuck in prison in the United Arab Emirates. Here are the conditions there.

Promes is currently in prison in the city of Al Awir (35 km from the center of Dubai). Previously, the footballer was detained in another institution: a police station near the international airport. But he was transferred to a new place. There are up to 25 (!) prisoners in the cell along with Quincy. Promes sleeps in one of the three bunk beds. But on the floor of the cell there are 10 or 20 other people. During the day, the footballer can go out into the hallway to watch television with other prisoners. You can exercise three times a week, but there are no facilities to play football, so Promes cannot train in prison. The food in the establishment is monotonous, fruits and vegetables are not served. The complex is very cold and noisy due to the air conditioning that runs constantly. De Telegraaf points out that in the apartment where Promes is located there are almost no security guards.

Quincy has no advantage in prison. The vast majority of those detained are of Pakistani, Egyptian or Indian origin, and many are drug addicts. They don’t even know that they are in a cell with a famous footballer. Quincy is being held in pavilion A1 along with four other Dutch nationals who are also awaiting his extradition.

The prison has strict rules of conduct. An interesting detail from the article by Dutch journalist John van den Heuvel refers to the appearance of the prisoners. “If they get caught, they all have to shave their heads. Inmates who subsequently grow their hair out face punishments that apply to the entire unit. Violators will be temporarily prohibited from making calls and watching television,” the material states. Detainees must shave or, if available, use the services of a professional. Since the outbreak of the coronavirus pandemic, prison visits to pretrial detainees have been cancelled.

De Telegraaf notes that Russia has also requested Promes’ extradition in connection with his tax evasion. Mash reported that Quincy owed the Federal Tax Service almost 400 thousand rubles. He cannot pay the debt because he is in Russia, so he may be included on the wanted list with subsequent extradition. And Quincey himself said that he hoped to go to Russia instead of Holland. However, according to Article 198 of the Criminal Code of the Russian Federation, a criminal case is initiated for tax evasion by an individual if the amount of debt is at least 2.7 million rubles. Therefore, the extradition of Promes to Russia is not realistic. Journalist Ivan Karpov notes that the Russian side did not send any requests to the United Arab Emirates.

The price of Promes has dropped to zero. And whose value among footballers also dropped to zero?

The Amsterdam prosecutor’s office responded to the Championship when asked when steps would be taken to extradite Promes from the UAE: “UAE legislation determines the further extradition procedure. “Once the Netherlands receives notification that the United Arab Emirates accepts the extradition request, arrangements will be made for the actual transfer of the requested person.” And lawyer Andrei Knyazev noted that Quincy is unlikely to spend much time in a UAE prison:

“I think it is unlikely that Promes will remain in a UAE prison for several years; Such a process is never prolonged. Up to six months, yes. However, Promes can request political asylum according to the law for crimes such as violent or drug-related crimes. Therefore, they are unlikely to last several years. The sooner you get in, the sooner you get out. It is still unknown where detention conditions are best. In Holland he can begin serving his sentence, counting on parole in the future. And in the United Arab Emirates he will sit and wait, so that Promes can accept voluntary extradition.”
