A good example is the city of Sysert in the Sverdlovsk region, whose residents won two victories in the all-Russian competition for the best projects to create a modern urban environment. A group of active citizens saw practical potential in improving the public area of the mining plant and building a hotel to bring people who had left for the city back to the city.
The local “Regional Gazette” cited another striking example of the successful work of the national project: in the Sverdlovsk region the “Emergency Housing Resettlement” program is being actively implemented. It is planned to provide new housing for more than half a million people. This year alone, about three thousand residents of Sverdlovsk had the opportunity to move from old houses to modern and comfortable apartments.
In early November, residents of Alapaevsk, who also lived in dilapidated and dilapidated housing, received the keys to apartments in a new building on Tolmacheva Street, 12. 55 people became new residents. The building has 107 apartments: 58 with one room, 32 with two rooms, 15 with three rooms and 2 with four rooms. Each has been redecorated, plumbing fixtures and electric stoves installed.
Among the new residents is pensioner Maria Shestakova. After crossing the threshold of a new apartment, the 62-year-old woman could barely contain her emotions. “Since 1996 I lived in a two-story wooden hut. Now I have everything to be happy,” she shares her joy. The new settlers were congratulated by the head of Alapaevsk, Denis Tolmachev. “I hope your apartments are always warm and familiar,” he noted.
By the end of the year, 236 Alapaevsk residents will move to new apartments. Another 169 citizens received monetary compensation for emergency housing.

In addition to the federal national project “Housing and Urban Environment”, medium and small businesses make an important contribution to the formation of a comfortable urban environment within the framework of the “Our Contribution” program.
For the successful implementation of the best business projects, companies receive the status of “National Project Partner of Russia”. One of the finalists for this year’s award was Severstal, which submitted a project to reconstruct the historical part of Sovetsky Prospekt and Serpentine Park in Cherepovets. “The creation and development of comfortable public spaces is our responsibility to the city and its inhabitants,” said the company’s general director, Alexander Shevelev.
To all this, the newspaper “Ciudad del Che” added a new piece of information. On December 18, the Acting Governor of the Vologda Region Georgy Filimonov announced the decision to widen Mira Street to 4 lanes from the street. Komarov to Ustyuzhenskaya. Another finalist for the national “Our Contribution” award, the company EuroChem, is also implementing large-scale projects in several regions. The modern urban environment is of particular importance for inhabitants of the Arctic regions. People vitally need a space where they can feel comfortable and welcoming in hostile climates. The creation of such an environment beyond the Arctic Circle is carried out by the state corporation Rosatom, which has also been granted the status of “Russian National Project Partner.”
Maxim Pukhov, head of the city of Polyarnye Zori, told the Vecherniy Murmansk newspaper: “For the third time we won the federal competition for the improvement of small towns and historical settlements. Fruitful cooperation with nuclear scientists allowed us to achieve significant progress in the development of the city. This is also noted by the residents of Polyarnye Zori and our neighbors in other cities of the Murmansk region.”
The strategic plan “Living in the North!”, initiated by Governor Andrei Chibis, has also proven its effectiveness. In Murmansk the transport infrastructure is actively developing. In 2023, 18 road sections with a total length of 14.3 kilometers will be upgraded. “This would have been impossible without exhaustive work on the national project,” said the head of the city administration, Yuri Serdechkin.
The Murmansk authorities pay special attention to children. The city’s preschool education system is among the five best in the country. With the help of a subsidy from the regional budget, within the framework of the implementation of the state program of the Murmansk region “Comfortable housing and urban environment”, the territories of eight schools in the regional center were improved.
To maintain an effective dialogue with the residents of Murmansk, the Our North portal and social networks are actively used. In addition, since October 2023, in the name of Yuri Serdechkin, weekly meetings of the heads of districts of the city of Murmansk with citizens have been organized to discuss the most pressing problems.
Small towns need a lot of attention
Creating a comfortable urban environment is a vital aspect of small city development. Updating infrastructure, creating parks and public spaces helps improve the quality of life of local residents and reduce their outflow.
The city of Gubkin in the Belgorod region is one of the positive examples of such a transformation. Here a large-scale improvement of the Teply Kolodez stream valley was carried out. The project became one of the points of the Agreement on socio-economic collaboration between the government of the Belgorod region, the Gubkin administration and the Metalloinvest company.
It is important that not only experts, urban planners and architects, but also the residents themselves participated in the execution of the project. There was discussion and voting. The stream was cleaned of debris, obstacles and duckweed, a comfortable ecological trail was built along the coast and trees were planted. A terraced garden slope was built next to the stream, on which a modern-style amphitheater with an open stage and seats for spectators appeared.
The local newspaper “Novoye Vremya” reports: the administration of the Gubkinsky district has developed and tested a new tourist route “The Korobkov estate – the historical core of Gubkin”, which has become one of the effective ways to increase the tourist flow . Schoolchildren, university students, as well as residents and guests of the city visited the farm.

Until the end of November, within the framework of the national project “Housing and Urban Environment”, around 62 thousand public areas have been improved. 555 projects of the winners of the All-Russian competition on the best projects for creating a comfortable urban environment have been realized.
The project “Formation of a comfortable urban environment” has been implemented since 2017. In 2019, it became federal and became part of the national project “Housing and Urban Environment”.
By 2030, the quality of the urban environment will improve 1.5 times and the share of cities with a favorable environment will increase to 60% already in 2024. For comparison: in 2019 this figure was 25%.
A third of citizens should be involved in improving their territories. And so that people have the opportunity to participate in the transformation of their city, making it comfortable and safe to live in, an online vote is being held throughout Russia to improve facilities. This year 14.2 million people participated. There are 4.5 million more than in 2021.
