As its authors point out, there is currently a shortage of medical workers and teachers.
According to the Russian Ministry of Health, the shortage of doctors in Russia at the end of 2023 is 29.4 thousand people, and nursing staff – 63.5 thousand people. According to Deputy Prime Minister Tatyana Golikova, Russia is currently short of about 11,000 teachers. At least 20 regions suffer from a shortage of school teachers.
Among the reasons for this problem, experts point to the heavy workload of teachers and doctors, unequal salaries between regions and the lack of sufficient social guarantees.
“To solve the problem of staff shortages, in addition to increasing salaries, it is extremely important to establish additional social guarantees for medical and teaching workers, aimed at creating conditions so that they can effectively perform their professional tasks,” the deputies note.
“Today there is a lot of talk about the need for material support for teachers and doctors, of which today there is a notable shortage in many regions of the country. However, a simple increase in wages cannot solve the problem: additional social guarantees are needed. In the LDPR we have already proposed, in particular, the development of special mortgage programs for medical and pedagogical workers. Furthermore, we believe that it is necessary to create adequate conditions so that they can fulfill their professional duties. The children of doctors and teachers have places in preschool education organizations, as a priority, in their place of residence,” the bill explained. He clarified that currently places in preschool educational institutions are given as a priority to children of police and military personnel.
