What is happening now with the most popular mortgage programs and what are the possibilities to take advantage of them?

Family

families with a child up to and including 6 years old;

families with two children over 6 years old in cities with a population of up to 50 thousand inhabitants (with the exception of settlements in the Moscow and Leningrad regions);

families with two children over 6 years old in regions with low construction volume (35 in total). It is not necessary to live in these cities; The main thing is to buy a home there;

families with a disabled child;

If a loan is requested for the construction of a private house, the loan will be provided to families with one child under 6 years old and with two older children (and in any region).

After the preferential mortgage program for new buildings at 8% ended, the “family” program turned out to be the most widespread mortgage program. According to data from the latest DOM.RF report, of the 37 thousand mortgages issued throughout the country under preferential programs in September, 34 thousand were family mortgages.

But even if you formally comply with all the conditions of the program, you may encounter difficulties. In mid-September, large banks began to run out of funds allocated by the government for the “family.” Sber suspended its issuance from September 18, and VTB and a number of other banks increased the amount of the initial payment for most clients to 50.1% (instead of the “basic” 20%).

The situation with Sberbank has already been resolved. As recently reported by the deputy director of the Ministry of Construction, Nikita Stasishin, additional limits of 90 billion rubles were “found” on him. It is not yet clear whether additional money will be found for the remaining banks.

But they will definitely only be allocated new funds from the new year. The draft budget for 2025 includes almost doubling spending on state-supported mortgages (up to almost 1.4 trillion rubles). However, this does not at all mean doubling lending: the higher the Central Bank’s interest rate, the more money from the budget will be needed to compensate banks for preferential rates, both for new and existing loans. granted, but not yet paid.

Far East and Arctic

Who can use?

participants of the Far East Hectare and Arctic Hectare programs;

employees of enterprises of the military-industrial complex located in the territory covered by the Far East-Arctic mortgage;

employees of state or municipal medical and educational organizations (regardless of age and marital status);

young families with or without children, in which both the husband and wife have not reached the age of 36;

young single-parent families, with one parent who has not yet turned 36 years old and one or more children under 19 years old;

Russians who left the special operations zone;

participants of the special operation and their families.

Another mandatory general condition: housing must be built or purchased in the regions of the Far Eastern Federal District and in the Arctic zone where the program operates.

The peculiarity of the Far East-Arctic mortgage: unlike other preferential programs, in some cases it is possible to purchase a secondary property with its help. It is true that there are few situations of this type:

a rural settlement or a single-industry town where no new construction is taking place;

territory of the Magadan region and the Chukotka Autonomous Okrug.

Far Eastern and Arctic mortgages now rank second only to “family” mortgages (albeit by a very wide margin) in terms of issuance among prime programs. Some 2,000 loans were granted in September. There are no problems with limits here. According to DOM.RF, at the end of September, all banks together spent less than 40% of them (for comparison: for family mortgages – 83%, for IT mortgages – 86%).

IT mortgage

You must be employed by an accredited IT company that receives appropriate tax benefits, and remain so for the entire term of the mortgage (you can change companies, but to the same company with IT accreditation);

the company must not be registered in Moscow and St. Petersburg (it does not matter in which region the borrower lives);

it is necessary to have income (before deduction of income tax) of at least 150 thousand rubles per month for cities with a population of more than one million, as well as for the Moscow and Leningrad regions, and at least 90 thousand for other settlements;

The age of the borrower is up to 50 years.

Demand for information technology fell sharply in August, when Moscow and St. Petersburg were excluded from the program: yes, housing in the capitals can no longer be purchased under this program.

Less than 1,000 loans were granted under the program in September. But this is progress, because in August only 178 of them were issued.

The idea of ​​​​allowing employees in the regions who work remotely for capital companies to obtain an IT mortgage is being discussed. Now they are not entitled to preferential conditions, unlike employees of regional branches of capital IT companies. But there is no final decision yet.

22% or more, for any home

Believe it or not, there is also a demand for regular mortgages. Although rates have already surpassed more than one ceiling, what experts considered a reinforced concrete “barrier.”

Who are those people who take out mortgages at 22 or 23% annually? They usually fall into one of several categories:

Those who need a mortgage for a relatively small additional payment (when an apartment is sold and another is bought in exchange).

Those who purchase new buildings under subsidized programs from developers. The thing is that, instead of the State, part of the mortgage interest rate is reimbursed to buyers by the developer himself, encouraging them to go to him in search of apartments. And it turns out that your mortgage is not at 23%, but, say, 14% or even 12%. At the same time, the developer, as a rule, includes his “buyer assistance” expenses in the price of the apartment.

Experts fear that on October 25 the Central Bank will increase the interest rate even further. Now it is 19%. And then interest rates on loans will skyrocket. At the same time, the Central Bank is unlikely to start reducing rates before the middle of next year. And how to reduce it… It is unlikely that we will see the previous 7.5% in the near future. This means that market mortgages will remain expensive. And the authorities will not have an easier time finding money for prime mortgage loans because of the huge difference between market conditions and prime mortgages.

However, there is talk that it is impossible to completely leave citizens without help to buy a home, but the help must be even more specific. According to the chairman of the Financial Market Committee of the State Duma, Anatoly Aksakov, discussions on new preferential mortgage programs could begin as early as the autumn session. Special priority is given to young specialists from industries important for the technological development of the country, which currently have a major shortage of personnel. These are not only IT specialists, but also, for example, design engineers. But the new programs will not appear before 2025.
