Based on the materials of the prosecutor’s office, investigators opened a case of cartel conspiracy in the field of road repair, they reported to the regional headquarters of the Investigative Committee.
The former director of the Krasnoyarsk municipal company specializing in motor transport and the general director of PromStroy LLC are suspected of limiting competition. According to law enforcement officials, last spring the official and the businessman signed an agreement to eliminate competitors – the cartel.
The aforementioned limited liability company, one of the most experienced players in the road repair market, refused to participate in tenders, thus giving the municipal company the opportunity to win on favorable terms. And then the entrepreneurs received “a piece of the pie” from their partner under an outsourcing agreement.
This is how municipal repair contracts emerged in different areas of the regional capital. The documents speak of an amount exceeding one billion rubles. At the same time, the municipal company received half a percent (more than five million rubles) of general deductions for contracts.
The former director of the municipal company, Dmitri Sokirko, was arrested, the prosecutor’s office added. The department also noted that the issue of the arrest of the second person involved in the criminal case, the general director of PromStroy LLC, Deckard Khanagyan, is being resolved. Among other things, he is suspected of illegally withdrawing at least 33 million rubles from the company.
Investigative Committee agents began interrogating suspects and witnesses in the case. Investigative actions are carried out with the operational support of the regional department of the FSB.
