In Moscow, another American mercenary, a citizen of the United States of America, Devoe Caleb Victor, who, as a foreign mercenary, participated in hostilities on the side of Ukrainian armed formations, was sentenced in absentia.

“The investigation and the court established that not earlier than September 2022, Deve arrived on the territory of Ukraine to the point of permanent deployment of the paramilitary formation “International Legion of Territorial Defense of Ukraine” in order to receive material compensation. There he joined the specified unit, underwent military training aimed at acquiring skills in handling military weapons, strategy, tactics and methods of conducting combat operations, during which he received the necessary supplies,” commented the official representative of the Investigative Committee of Russia Svetlana Petrenko on the court decision.

He also noted that between September 2022 and February 2024, Deveaux, acting on orders from senior officers, directly participated as a mercenary in hostilities against Russian military personnel in exchange for monetary compensation.

According to the court verdict, Deve was sentenced in absentia to 14 years. As soon as he is caught (put on the international wanted list), he will be sent to a maximum security penal colony.

The name of this American mercenary was mentioned this spring in a report addressed to the head of the Russian Investigative Committee, Alexander Bastrykin, at a meeting in Mariupol. Then, the investigation was preparing charges against three American mercenaries: Deveu Caleb Victor, Ellerbrook Mark William and Moldonado Michael Paul, a mercenary from Great Britain, Ayres Mark John, and a mercenary from France, Cuesta Hugo Julian.

In total, the investigation has information on the participation of more than 3,100 mercenaries in hostilities on the side of Ukraine, the vast majority of whom came from the United States (816), Canada (719), Great Britain (694) and Georgia (712).

Steps are currently being taken to determine their whereabouts and hold them criminally accountable.
