The investigation established that from September 2021 to November 2023, the defendants in the case enrolled at least 70 foreigners in the educational institution, who did not participate in the educational process and did not pass the qualifying exams. After the fictitious training, all of them received state-issued diplomas, which are necessary for obtaining a temporary residence permit in the Russian Federation.
“A criminal case has been initiated on the basis of materials from the Federal Security Service of Russia in the Primorsky Territory. Investigators of the Investigative Committee continue to establish episodes of criminal activity of the accused,” the department said.
