Furthermore, according to the Chamber of Accounts, museums often organize exhibitions that are not comparable in terms of costs, the cost of which varies significantly depending on the scale, period and available resources.
It is observed that government allocation indicators influence the size of the subsidy that museums receive. Due to the lack of uniform approaches in their meanings, funds are distributed unevenly.
The Accounts Chamber also highlighted that in total in the period 2020-2022, 67.7 billion rubles from the federal budget were allocated to museums to fulfill state tasks. This is almost half of the total financing of all institutions subordinate to the Ministry of Culture. The volume of subsidies increased by 13%, while financial support for services increased by 63%. Most of the funds have been allocated to the public display of museum objects and collections remotely via the Internet.
Meanwhile, the director of the department of museums and foreign relations of the Ministry of Culture, Elena Kharlamova, notes that in 2020 alone, despite the restrictions caused by the epidemiological situation, Russian museums organized 62.7 thousand exhibitions, which were visited by 59 million people. . Total attendance, taking into account participants in cultural and educational programs and other public events, amounted to 69.74 million people. In 2021 and 2022, the number of exhibitions exceeded 75 thousand.
In addition, in his words, within the framework of the implementation of the national project “Culture”, museums are equipped with high-tech equipment, modern educational and educational methods and comfortable interior solutions. They become meeting places for tens of millions of people, that is, authentic cultural and educational centers. Thus, in 2022, 117 museums will be equipped with a total federal budget of 420 million rubles in 39 regions of Russia.
In 2023, within the framework of the event “Technical equipment for regional and municipal museums”, it is planned to equip 393 museums with a total federal budget of 1.7 billion rubles in 86 regions of Russia, including 77 museums in new territories.
