It was hard to believe, but it happened: the State Duma passed a law allowing Russians to transfer up to 30 million rubles between their own accounts in different banks without commission. Now customers can transfer up to 100 thousand rubles to another bank for free (through the fastest payment system). For all of the above, a commission of 0.5% of the transfer is taken, a maximum of 1500 rubles.

Why couldn’t you believe it? Because the banks were very dissatisfied with this bill. After all, commissions are one of the main sources of your income. And very well. Last year, Russian profits amounted to 342 billion rubles, and in 2021 it was a record – 2.4 trillion rubles. Who wants to lose some of the excess income.

However, the State Duma did not regret the bankers and on July 26 adopted the law on third reading. It must now be approved by the Federation Council and signed by the president, and will enter into force 270 days after its official publication. That is, approximately at the end of next spring.

– The decision was made to allow funds from large transactions to be transferred without fees. For example, of the sale of real estate, “Anatoly Aksakov, head of the Committee on Financial Markets of the State Duma, explained this decision.

The new law also has limitations:

1. Up to 30 million rubles without commission can be transferred to you only once a month. For everything on top, banks will charge a fee.

2. Only online transfers from one account to another are not subject to fees. If the money is transferred to the bank card number, there will be a fee.

3. Transfers during a personal visit to the bank’s office will also be subject to a fee.

Admittedly, experts were not very enthusiastic about the new law.

– The real reason (for the sudden largesse of the state, – Ed.) is to respect the interests of the wealthiest members of society. Of all the deposits of the population at the end of the first quarter, 9.4 trillion rubles. They rested on 91,000 man beads (in the heads, several times less). The average amount of such deposits is 103 million. It is these people that the authorities are thinking of,” Nikita Krichevsky, an economics doctor, expressed skepticism on his telegram channel.

– Of course, it didn’t make sense to pay you money for the translation. But since the amount of 30 million rubles is set here, we are probably not talking about ordinary individuals, “echoes financial analyst Mikhail Belyaev on the air of KP radio. – We have a common practice of paying for goods in cash or from a smartphone. And I suspect that the money will go to a special account, and then it will be transferred to the company’s account so that it looks legal and taxes can be paid from there. I cannot welcome this situation, as a person who is professionally engaged in economics.
