At the same time, Bastrykin noted that the geography of immigration crimes has begun to expand rapidly. A significant number of these crimes began to be recorded in the Samara and Chelyabinsk regions, in the Altai Territory, in the Yamalo-Nenets Autonomous Okrug, Tambov, Kemerovo, Penza and a number of other regions.

The chairman of the Russian Investigative Committee proposed a radical reform of immigration policy.

“It is necessary to develop a mechanism for the functioning of internal migration, providing a decent level of guarantees to compatriots and taking advantage of the experience of the Soviet past,” Bastrykin emphasized in his speech.

Meanwhile, there is no such mechanism, recommended deputies to supplement the list of aggravating circumstances (Article 63 of the Criminal Code of the Russian Federation) with the clause “the commission of a crime by a foreign citizen located on the territory of the Russian Federation”.
