The head of the Investigative Committee, Alexander Bastrykin, at the session of the XII St. Petersburg International Legal Forum on the legal regulation of migration policy, stressed the importance of synchronizing the procedure for obtaining a passport of a citizen of the Russian Federation with the simultaneous military registration.
He stressed that a special group was created in the Investigative Committee of Russia in October 2023. As a result of the efforts of its members, in cooperation with the relevant ministries and departments, more than 30,000 so-called new Russians were registered in the army, of which 10,000 migrants went to the SVO zone.
Otherwise, the statistics are not encouraging.
The chairman of the Investigative Committee of Russia provided data on the number of crimes and noted that last year the share of especially serious crimes investigated in the total crimes committed by immigrants increased from 19% to 26%. The head of the department expressed concern about the increase in sexual crimes committed by foreign citizens, crimes of an economic nature, in the field of drug trafficking and of an extremist nature until the end of 2023.
At the same time, Bastrykin noted that the geography of immigration crimes has begun to expand rapidly. A significant number of these crimes began to be recorded in the Samara and Chelyabinsk regions, in the Altai Territory, in the Yamalo-Nenets Autonomous Okrug, Tambov, Kemerovo, Penza and a number of other regions.
The chairman of the Russian Investigative Committee proposed a radical reform of immigration policy.
“It is necessary to develop a mechanism for the functioning of internal migration, providing a decent level of guarantees to compatriots and taking advantage of the experience of the Soviet past,” Bastrykin emphasized in his speech.
Meanwhile, there is no such mechanism, recommended deputies to supplement the list of aggravating circumstances (Article 63 of the Criminal Code of the Russian Federation) with the clause “the commission of a crime by a foreign citizen located on the territory of the Russian Federation”. Federation in violation of the established order.”
That is, foreigners are judged for their crimes much more harshly than compatriots.
Participants in the debate also suggested that immigrants should undergo more extensive testing on their knowledge of the Russian language and that they should be required to have knowledge at the level of a graduate of a Russian school. And it turns out that many visitors speak better Arabic than Russian.

Over four months this year, 1.2 million migrants were brought to Moscow. From January to April alone, 800,000 immigrants arrived in the Moscow region. The increase in extremist crimes among immigrants was 147%.
In 2023, more than 9 million migrants from CIS countries entered Russia and more than 8 million were registered.
