“Roskartografiya” and its subsidiaries were the only executors of purchases of geodetic and cartographic works, which were carried out by Rosreestr in recent years. Last year, Rosreestr signed 20 government contracts with Roskartografei and its subsidiaries for a total of 4.4 billion rubles. The results of the work are used to create a unified electronic cartographic base within the framework of the state program “National System of Spatial Data”.
“At the same time, it is not yet possible to make an unequivocal conclusion about the effectiveness of the acquisitions, since the lion’s share of the results obtained is expected to be used in 2023,” said auditor Andrey Baturkin.
At the same time, the SP noted some shortcomings. Thus, at least 15% of the scope of work must be carried out personally by the executors of the state contract. But the work under six state contracts was completely transferred by Roskartografiya to the subcontracting of subsidiaries. Reports on the execution of government contracts in several cases were sent to Rosreestr before the actual acceptance of the work of the subcontractors.
The audit also showed that the results of the mapping work carried out and accepted by Rosreestr in 2019-2021 required revision and were corrected as part of the assurance obligations in 2022.
“These circumstances may indicate deficiencies in the examination carried out by Rosreestr when accepting work under government contracts,” the auditor noted.
In 2022, the activities of Roskartografii turned out to be unprofitable, which was due to an increase in the cost of work. Likewise, the growth of costs, in addition to objective reasons such as inflation, was influenced by the organization’s decisions to increase the level of material incentives for employees.
“Since the payment rates for government contracts have not changed since last year, the adoption of such management decisions can hardly be considered economically justified,” Baturkin emphasized.
The head of Rosreestr Oleg Skufinsky agreed with the conclusions.
“For us, the conclusions of the Chamber of Accounts are terms of reference to improve the quality and efficiency of our work. Therefore, we agree with the comments, we are working with them, ”he said.
The planned values of the indicator for the creation of a Unified electronic cartographic base by the end of 2022 were achieved, Skufinsky noted. The recommendations of the Chamber of Accounts have been taken into account regarding the carrying out of cartographic works for the filling of the complete and truthful information of the Single State Registry of Immovable Property Registries.
