In early May, the head of the city, Eduard Sosnin, signed a decree on the procedure for freeing the territory of the city of Perm from uncontrolled abandoned vehicles, according to which it is possible to place electric bicycles only in permitted places. Bicycle parking areas. The procedure for identifying, moving and storing such devices is similar to work previously carried out in relation to personal mobility devices.
Let us clarify that according to the traffic management project, 82 bicycle parking areas have already been approved in the city, designed to accommodate electric bicycles. Furthermore, according to the Road Traffic Regulations, a bicycle is a vehicle that must only be placed in bicycle parking areas.
Please note that vehicles, particularly e-bikes, are still outside the permitted zones. In this sense, specialists from the district administration carry out daily raids to identify and relocate uncontrolled vehicles. The fact of illegal placement of a vehicle is confirmed by drawing up an act in the form, as well as a photographic record of the violation. Thus, in the Leninsky district, electric bicycles outside the bicycle parking areas were placed at the intersection of Borchaninova and Ekaterininskaya streets, Lenin, Lunacharsky, Sibirskaya, in Motovilikhinsky, on Uralskaya street and Gagarin Boulevard, in Dzerzhinsky, at the intersections of Khokhryakova and Ekaterininskaya Streets, Lunacharsky and Ekaterininskaya Streets, Lunacharsky and Krisanova Streets.
In total, since the start of the raids on May 10, as a result of the work to identify uncontrolled vehicles located on city streets, more than 120 electric bicycles located outside bicycle parking lots, on pedestrian sidewalks and others public places, were removed from the city. streets. All of them were transferred to the storage place by MKU “SMI” specialists. Electric bicycles will be returned to their owners upon presentation of documents proving ownership rights and payment of all expenses associated with their movement and storage.
Recall that these measures were introduced in connection with comments from residents who point out that electric bicycles are abandoned in inappropriate places, for example, on sidewalks, access to pedestrian crossings, the territory of stops and other places. In addition, parked electric bicycles, like electric scooters, must not interfere with pedestrian circulation, the cleaning of sidewalks with municipal equipment, and road safety.
