According to Moiseev, until September 2020, the costs of commissions to banks for accepting payments were included in the rates of service providers. Since 2020, suppliers independently enter into agreements with financial entities, from which the commission comes. Usually its size does not exceed three percent of the payment amount.
“That is, the benefit for paying for housing and communal services is not automatically applied to the payment of housing and communal services without commission, no matter how logical it may seem,” the Prime agency quotes the expert.
Moiseev stressed that the order of the Cabinet of Ministers eliminated this injustice.
He added that these categories of citizens will also be exempt from paying fines for late payment of fees.
