We remind you that now, in case of violation of parking rules, it is also possible to stop the vehicle. That is, to move it to a special parking lot and store it there. The cost of services for such movement, as well as the cost of storage of the vehicle, is set by regional authorities. However, in most cases, the price even exceeds the fine for the violation itself. For example, in Moscow the fine for violating parking rules is 5 thousand rubles. And the cost of evacuation is almost 10 thousand rubles. The cost of storage is almost 2 thousand rubles.
“A person who has committed an administrative offence, taking into account the established tariffs, actually pays a fine several times higher than the penalty provided for in the Code,” says Yaroslav Nilov, head of the State Duma Committee on Labour, Social Affairs, Politics and Veterans Affairs. “This fact means that one of the fundamental rules of administrative punishment is being violated, namely: the principles of fairness and proportionality of punishment to the committed offence.”
It also points out that moving a vehicle and storing it is a paid service even in the absence of an administrative violation and termination of the process, which also does not comply with the principles of administrative sanction.
The deputies have therefore developed a bill limiting the cost of moving and storing a vehicle to an amount not exceeding 20 percent of the subsistence level established in the relevant constituent entity of the Russian Federation on the date of the administrative offense.
That is, if we take Moscow as an example, where the cost of living is about 25 thousand rubles, then the cost of evacuation in the capital should not exceed 5 thousand rubles, according to this bill. The most interesting thing is that approximately the same cost is set for cases where a tow truck is used for personal needs.
By the way, it should be noted that it is not necessary to immediately pay for a tow truck and a parking ticket to get a car. After all, an arrest warrant can be appealed. But when you pay for the evacuation, you will immediately receive a 25 percent discount. However, after a successful appeal, it will be very difficult to return this money.
