The most serious situation regarding non-payments has developed in four municipalities of the Novosibirsk region: Novosibirsk, Berdsk, Novosibirsk and Cherepanovsky districts.

The significant increase in TSO debt is due to non-payment of current gas supplies as well as failure to meet debt payment obligations.

To resolve the non-payment situation, Gazprom Mezhregiongaz Novosibirsk is carrying out a set of measures established by current legislation: collecting fines and penalties, filing pre-trial claims and collecting debts through the courts. The amount of claims against TSO before regional arbitration courts is 2.1 billion rubles. Positive decisions worth 1.6 billion rubles were made.

In addition, joint work is being carried out with regional authorities: roadmaps for improving payment discipline of enterprises are being drawn up and monitored, meetings of the interdepartmental commission with the participation of heads of district administrations are being held, and issues of allocation of subsidies from regional budgets are being resolved.

“We always take a constructive position and are ready for dialogue. However, if companies continue to increase their debts, we will be forced to take coercive measures, including seizure of funds and property with their subsequent sale, and in the most extreme cases, initiation of bankruptcy proceedings,” said Igor Domarenko, CEO of Gazprom Mezhregiongaz Novosibirsk LLC.
