DO I NEED TO RUN TO MFC URGENTLY?
Let’s start with the main thing: in none of the laws and government decrees does the date September 1 appear as the “H” time, after which something will happen and the refusal to provide biometric data will no longer be accepted. . Included in the law referred to by the authors of horror stories on social networks – 572-FZ of December 29, 2022 on the identification of persons using biometric personal data. It only says that from June 1, 2023, such a refusal can be issued by contacting the MFC (passport and SNILS are required). The details are set out in a government decree of March 27, 2023, which also does not provide deadlines for denials.
Starting in 2024, the opportunities will expand: it will be possible to manage your biometric personal data through your personal account on the State Services portal. That is, there it will be possible to check whether your data is contained in the Unified Biometric System (what it is, we’ll talk a little below) and, if you wish, demand to delete all this and not use it anywhere without getting up. from your chair. In some cases, this is still possible now, if you see the “Biometrics” section in your personal account.
From 2024, it will be possible to manage your biometric personal data through your personal account on the State Services portal.

WHY IS THERE NOISE ABOUT BIOMETRY?
From June 1 to September 30, 2023, all organizations that for any reason collected biometric data from citizens must transfer this data to the Unified Biometric System (SUB). In addition, they will only be stored there and all operations with this type of data will be carried out through this platform.
It is assumed that in this way biometric personal data will be better protected; they say, the state has more opportunities for this than individual business structures. This caused quite a stir, even panic. Some citizens have interpreted such a transfer as the use of biometric data “without asking.”
How is this “without asking” applied in practice? 30 days before, for example, the bank transfers your biometric data to the EBS, it is obliged to send you a notification about it. In practice, they arrive as usual notifications from the bank, in the same way: for some they are push notifications, for others they are SMS or an email. Let’s say that Sberbank started this kind of information at the end of June.
If the client has not responded to the notification within 30 days, their data will automatically “go out” to the EBS.
At the same time, no document has superseded the current regulations for the collection and processing of citizens’ personal data. That is, only those data for which you have ever given your written consent to the collection can be transferred to EBS (how biometric data is now rented – see “Help” KP “). Use an ATM camera “secretly” or a voice recording on the phone – these methods of collecting biometric data are not provided for by current laws even after September 1 (unless we are talking about some kind of activities such as the capture of terrorists).

Now some large banks, in collaboration with retail chains, are actively promoting new payment options for goods. For example, the widely publicized “pay per smile.” This is a typical example of the use of biometric data. At the checkout in the store, it is enough to look at the camera equipped with a facial recognition system and voila, there is no need to carry a wallet, credit card or even a smartphone with you.
The state also wants to offer services to citizens in this way. And in general to control virtual progress. Verified biometrics that allow you to be recognized by face and voice are supposed to be used in the future for the same cases where a passport is now needed to confirm your identity.
But the laws stipulate separately that this possibility is only for those who want it. If you are afraid of giving up your biometric data, please do not give it up, it is prohibited to refuse any service on this basis.

How can I send my biometric data?
There are two main possibilities at this point.
1. Confirmed biometric data
They are considered more “heavy” and protected. That’s all, they are suitable, for example, for remotely applying for a loan from a bank.
You can hand them in only during a personal visit to an EBS partner organization (mainly banks, list here). There, officially, and having confirmed his consent to all these manipulations, he looks into the camera and says a few sentences. The data records will be transferred to the EBS.
2.Standard biometric data
It can be used for some simple cases. For example, to travel to the subway “front”.
You can deliver it by installing the State Services Biometrics application on your smartphone. You will need an account in the State Services (through it go to the application) and a new passport. You must scan your passport, take a selfie and say a few phrases.
