“In the next three years the executive authorities will implement a new concept of control and supervision activities; we are actively involved in its development,” Krasnov said.
In particular, according to him, it is planned to develop an interesting and unique legal institution. We are talking about an agreement to exempt a business entity from administrative liability, provided that it independently eliminates the committed violations.
Companies can be exempt from sanctions if they themselves eliminated the violations
The new concept, according to Krasnov, provides for a wide range of measures, from the introduction of specific changes in legislation to the global digitalization of control activities.
At the same time, he promised that prosecutors will strictly prohibit the arbitrary and unfounded introduction of new risk indicators for the organization of commercial inspections. According to him, today the number of risk indicators that inspectors use as an independent reason for their visits is growing.
For example, in the Sverdlovsk region, after the intervention of the prosecutor’s office, the number of risk indicators for regional control decreased by a third (from 92 to 62), for municipal control – almost doubled, from 2015 to 1217 In Mordovia and the Jewish Autonomous Region, at the request of prosecutors, such implausible indicators as “not responding to the warning” were excluded from legal acts. “Agree, with such a level of worldview, an unscheduled inspection can be, as they say, ‘sucked out of thin air,'” the Attorney General shared with the forum participants.
