“We know that often not all entities can afford to prepare design documentation. Therefore, in the Council’s decision we propose that the government consider including in state programmes measures to co-finance the preparation of design documentation for municipal facilities. Please support us in this,” said Andrei Shevchenko. His words were quoted by the press service of the Federation Council.
The senator noted that during the preparation of the meeting, responses were received from more than 70 regions. For example, the Kamchatka Territory reported that the state program “Development of Education” does not provide for the possibility of co-financing facilities with the status of “school-kindergarten”. At the same time, this support is provided separately for both schools and kindergartens.
Vologda and Ivanovo regions have also noted the absence of measures to strengthen the material and technical base of municipal children’s art schools and cultural leisure institutions in the programme documents of the national project “Culture”.
According to the MP, it is not a question of completely entrusting the state with the payment of projects and budgets. “But it is worth considering the criteria for providing assistance for their development with a differentiated approach,” stressed Andrei Shevchenko.
In his opinion, it is important to develop mechanisms that guarantee greater funding for this object by the municipality.
