The aim is to introduce a clarification “in relation to a foreign citizen” in some articles of the Criminal Code (CC) of the Kyrgyz Republic. These include: “Causing serious harm to health” (130), “Causing less serious harm to health” (131), “Kidnapping” (165), “Robbery” (205), “Robbery” (206), “Robbery” (207).

Currently, for example, robbery is punishable by imprisonment of two to five years and, in aggravating circumstances, 11 to 15 years.

The AP noted that the reason for the development of changes in the republic’s criminal legislation was the events that took place in Bishkek on the night of May 17-18, 2024. Then, protests took place in the capital against foreigners who allegedly beat up local residents. According to official data, as a result of the conflict, 29 people sought medical attention, of whom 15 were taken to the city emergency hospital and the National Hospital.

– Citizens succumbed to provocative appeals that played on national sentiments, as a result of which damage was done to the country and the people, known since ancient times for their hospitality. In view of what happened in Bishkek, it is necessary to strengthen responsibility for damage to the health and property of foreigners, the presidential administration stressed.
