– Our regional center is the largest city in the east of the country, which has 310 days of sunshine a year. Wonderful people live here: active and hardworking, as President Vladimir Putin once said when he sent me to Khabarovsk.
So, of course, it attracts. The city is full of history.
This is the easternmost metropolis in Europe, you must understand, it is the largest, with European architecture and culture. This is what attracts, this balance.
The president came for the first time 10 years ago.
– Is our information correct that the last time the head of state was in the Khabarovsk Territory was in 2013? In general, how do you evaluate this event, as governor and as a resident of the region?
– A long-awaited visit, by the way.
And then, let me remind you, in 2013, on December 31, he addressed the nation from Khabarovsk and celebrated the New Year 2014 in Khabarovsk. This was due to a devastating flood and the head of state decided to support the people. It was such a significant event.
The visit this time is more planned, we have no emergencies.
Vladimir Vladimirovich, first of all, was simply bored. Secondly, I wanted to see with my own eyes the changes that have occurred here. And he talks to people.
In principle, it seems to me that all this went very well.
People received the visit with enthusiasm, it is always nice that the Head of State pays so much attention. Of course, in our city we had some minor traffic jams, but this is an understandable phenomenon when the leader of any state comes to the region.
Nothing, we got over it, everything is fine now.
He arrived in a good mood
– One of the authors of this interview, who has been working with Vladimir Putin since the summer of 1999 and knows him well, noted that he was in a very good mood.
He joked a lot, which means, in particular, that he “named” you “first after God.” He made a lot of jokes and somehow communicated informally. In general, we have the following question. One often meets with the Head of State; According to our calculations, there were at least four such meetings. That’s how you led the region since then. Why do you think Vladimir Vladimirovich finally decided, well, not just with the governor, but to personally look and talk to ordinary people? Because, why?
– I have already said that the president’s attention to the Far East as a whole and to the Khabarovsk Territory is very strong. And I feel it as head of the region and the people through the decisions he makes to support our programs, construction projects and initiatives.
And he came to us to see everything with his own eyes.
For example, we took the president on a tour of Khabarovsk.
– By car.
– Yes, a bypass for cars from the Regional Center.
The most modern road in the east of our country today is 27 kilometers long, we will inaugurate it in 2022.
Vladimir Vladimirovich looked at him. And the quality of the siding and how everything was built and laid out.
And I drove around town and looked at it too. We exceed it on all of our large construction projects. Cranes, faucets, new houses, neighborhoods: he saw it all.
Because when I tell you that 517 thousand square meters of housing have been commissioned in 2023, this is paper.
And here the president saw everything with his own eyes.

Can you imagine that migratory birds brought bird flu to our poultry farm? The bird became ill and half a million chickens had to be destroyed. According to the law, according to the rules. This is pain.
And now the factory has reached its designed capacity, feeding the people and saturating the market. These are the heroic people we have. The president spoke with them. And I’m very happy about that too.

– I can’t comment much here.
I will only say that they talked about people, our plans, our successes; Of course, there are problems; They talked about problems, even behind closed doors. And the president supports us, I can say that with confidence.
– What other help do you expect from the president for the development of the region? Which master plan programs will be mainly implemented next year?
– Let’s start with the fact that the president has given us, the region, all the tools for development. This includes an infrastructure menu and budget loans for infrastructure. Among them are the state corporations VEB.RF and DOM.RF, which finance all our large construction projects, as well as, for example, solving the problems of defrauded shareholders through the fund.
That is, the president has already given everything, we must be able to use it. And we take the opportunity to thank you. But when I say that “our successes are the result of the decisions of him, Vladimir Vladimirovich”, I am not “cajoling” at all, you understand? There are some commentators who perceive it negatively. And I’m not lying one bit here. These are his decisions, which we simply implement. According to the master plan.
This year we are starting the construction of a united embankment in the area of Ussuriysky Boulevard in Khabarovsk.
And also a museum: the largest in the Far East.
The plans also include a huge microdistrict, called the Far Eastern Quarter, in the Aerodromnaya Street area. This year we will begin building a campus: a new dormitory.
Well, we will complete all our construction projects in accordance with national projects: schools, kindergartens, outpatient clinics.
In addition, this year the long-term development plan of Komsomolsk-on-Amur, the so-called “long-term plan”, ends.
On the list are the dams, the quantum, the school of heuristics, we will be there this year and finally we will commission the embankment.

How are things going on Sungorkin Street?
– We are very happy, Mikhail Vladimirovich, that Sungorkina Street is also among the Komsomol construction projects that were launched with surprise.
– The new microdistrict will be large. This year they are just starting to build it, the project is ready, it has passed all the exams.
Sungorkina Street will be pedestrianized, although the boulevard will be larger.
– You and I walked there.
– Yes, more than a kilometer. Almost new modern housing in the center of Khabarovsk.

Let me remind you that we published two books on our initiative. The first is about BAM, where Sungorkin wrote essays and the People’s Artist of Russia Gennady Pavlishin made illustrations and watercolors. We released a reprint, a reissue.
And the second book, which is related to Vladimir Nikolaevich, is “Dersu Uzala”, we give it to all schools and libraries in the region, in addition we give it to especially important guests. I gave it to the president.
