Preliminary results of the elections of September 8, 2024 in Russia: participation, who passed

In 83 regions, elections were held at almost all levels, from the regional head to local municipalities. And, apparently, there are no surprises: the current leaders (governors who served another term or acting governors appointed during the past year) retained their posts.

So who will now lead our regions and republics? Here are the preliminary figures announced by the electoral commissions.

Data on results and participation as of 22:00 Moscow time on September 8.

According to the Central Election Commission of Russia, the highest voter turnout was recorded in the Republic of Bashkortostan (over 69%) and the Kemerovo region (over 63%). In the Kabardino-Balkarian and Karachay-Cherkess republics – 65% each. Municipal elections in Birobidzhan (55%) and Vladikavkaz (almost 52%).

Altai Republic

Kalmykia

The result is 66.3%. Participation: 57.2%.

Lipetsk region

Murmansk region

Governor since 2019. Elected with 60% of the vote. Prior to that, since 2013, he was Deputy Minister of Construction, Housing and Communal Services and Chief State Housing Inspector of Russia. In April 2024, he was wounded with a knife in an attack following a meeting with residents of the city of Apatity.

The result is 78.8%. Participation: 34.9%.

Orenburg region

Denis Pasler (EP)

Governor since March 2019. Elected with 66% of the votes. Previously, since 2012, he was the Chairman of the Government of the Sverdlovsk Region. But in 2016 he left his post and moved into a commercial structure.

The result is 77.5%. Participation: 48.4%.

samara region

He oversaw the social sphere, education, healthcare, culture, youth policy and agriculture.

The result is 68.8%. Participation: 47.3%.

Chelyabinsk region

Governor since 2019. Elected with 69.3% of the vote. Previously worked at the Russian Ministry of Energy. President of the Traktor hockey club.

The result is 82.9%. Participation: 41.9%.

WHAT DID THE PARLIAMENTS DECIDE?

Four more regional heads were elected by local parliaments. This is called “indirect elections” – when a candidate for the post of leader is nominated by the president and the deputies of the Legislative Assembly approve (or not) him in office. This was the case in the Khanty-Mansi Autonomous Okrug and Ingushetia.

KHMAO

Ruslan Kukharuk was elected by a majority of the deputies as Acting Head of Ugra since May 2024. Prior to that, he worked in the Tyumen Region Government and the Tyumen Administration. He rose from department head to mayor of the city in 2018.

Ingushetia

Mahmud-Ali Kalimatov was re-elected as the head of the republic. 25 out of 32 MPs voted for him. He has already taken office. This is the politician’s second term.

Crimea and Kabardino-Balkaria

Indirect presidential elections will also be held here, but at a later date. On the day of the single vote, the people here elect a parliament, which must decide on the head of the region within 45 days.

FROM MINISTERS TO DEPUTIES

Familiar faces will appear in the State Duma. By-elections were held in three regions, with two former ministers taking part: Sports Minister Oleg Matytsin, Energy Minister Nikolai Shulginov, and former Deputy Prime Minister Victoria Abramchenko. There were 450 deputies and they will remain so: no new seats will be installed for senior officials. There are only three vacant seats in the Duma: Deputy Sergei Sokol resigned in 2023, and Nikolai Alekseenko and Vitaly Kushnarev resigned in May 2024.

In total, 17 people are competing for these three seats, but they will apparently be filled by former members of the government.

According to preliminary data as of September 8 at 21:55 Moscow time, Abramchenko is leading with 72.2% of the votes, Matytsin with 68% of the votes and Shulginov with 55.4% of the votes.
