Putin met with graduates of the School of Governors

On Friday, Vladimir Putin met with graduates of the sixth class of the personnel reserve program at the RANEPA Higher School of Public Administration. The project started in 2017, but, frankly, it is not for everyone: in 7 years only 463 people passed it. 57 graduates headed regions, seven became federal ministers and 9 became deputy ministers.

It is true that it is necessary to understand that the personnel policy of the highest levels of state power is a much more complex system than simple advanced training courses. Governors or ministers are hired not only for participating in the program. Rather, all things being equal, the program is considered an advantage over those who did not participate.

– There is something that unites you all. These include leadership qualities, the talent of a leader, a leader, the desire for further professional growth and, of course, a sincere desire to serve Russia – Putin spoke to the graduates not live, but via video link.

The president emphasized that the country expects “extreme concentration and discipline” from future senior officials. Vladimir Vladimirovich confirmed that there are no random people in the program.

“Of course, you are all established professionals, each of you has already achieved a lot in your own field, and I hope that the programme has provided you with additional training, namely practical skills that are now in high demand for solving complex and large-scale problems,” the Russian leader noted.

Many program participants already work in public service. That is, future managers are recruited mainly among professional bureaucratic elites. Program participants alternated theoretical classes with practical classes. And the teachers learned not only from experienced teachers, but also from practicing managers.

“I hope that you will base your daily work on the same principles of staff selection and training, that you will seek out and support, train and promote young talents,” the president stressed.

Putin mentioned that trained officials are also needed in the new regions.

– I am also sure that you will not look for easy ways for yourself. “You are needed where it is most difficult, where there are real management challenges, where large projects are being implemented that, frankly, not everyone can handle, where there are the most difficult tasks, which I am sure you will be able to handle,” the head of the country encouraged.

Let us keep in mind that so far not in all regions the local bureaucracy is formed on the basis of competitions in which the best can win. Governors must take into account the interests of local elites and the federal center. And, in general, for good territory management, knowledge of regional specifics is needed, and this is not possessed by course graduates, but by local professional bureaucrats.
