Now, when registering a car, it is necessary to present an MTPL insurance policy. This ensures that uninsured cars do not ply on the roads. However, this requirement could also prove to be a hassle for the vehicle owner. After all, you first issue a policy for a car without numbers and then you need to make adjustments to it to add a number to it.
Refusing to check the policy during registration will eliminate this problem and make life easier for employees of the traffic police registration departments. However, there will be a risk of increasing the number of uninsured cars on the roads. Driving without insurance is prohibited. In addition, uninsured drivers in the event of an accident create problems for decent drivers, who will have to go to court to receive compensation.
The second point is to check the payment of the recycling fee. At the moment, the traffic police do not control its payment. But as soon as the law comes into force, they will start doing so.
The fact is that we have two types of recycling collection. Preferential – for people who imported a car for themselves. And a full one – for those who imported it for sale. The State Traffic Inspectorate will simply monitor the payment of this or that. When applying for a preferential recycling fee, the customs will transfer restrictions on the actions of registering a car to the traffic police database. That is, if a person who paid this fee at a reduced price resells the car within a year, the new owner will not be able to register it until he pays the full fee. Therefore, when buying a second-hand car, the owners will have to find out for themselves how much recycling tax was paid, so as not to get into an unpleasant situation later.
Well, one more amendment. Now, in order to stop registering a sold car, it is necessary to wait ten days. This period is given to the new owner to register the car. But during this time, he can “bring” dozens of fines to the previous owner of the car. Therefore, the possibility of terminating the registration immediately after the execution of the contract of sale will protect the former owners. But only those who have concluded a contract of sale electronically through the State Services Port or before a notary will be able to take advantage of this opportunity. For the rest, everything remains the same: ten days after signing the agreement, they will not be able to stop registering.
The law will come into force on March 1, 2025.
